Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Safely re-opening Pacific borders through strengthening Immigration and Border Governance (IBG) capacities is key to revitalisation of Pacific economies and livelihoods. As such, allowing for safe border management practices to be resumed involving relevant border authorities, through the application of dynamic technical infrastructure is key to ensuring the minimization of further COVID-19 outbreaks and resumption of key socio-economic activities including labour migration, and tourism in the Pacific. The International Organization for Migration (IOM) works with governments and regional organizations in the Pacific region to help strengthen migration management.

Under the direct supervision of the Chief of Mission (CoM) Australia and Coordinator for New Zealand and the Pacific, with a support from the Project Support Unit in Canberra, and in coordination with the IBG Regional Thematic Specialist ( RTS), the Programme Manager (Immigration and Border Governance (IBG)) will manage, coordinate, and oversee the implementation of IOM Samoa-led regional and national immigration and border management projects in partnership with regional organizations. Specifically, the successful candidate will manage the implementation of IOM’s “Project for Strengthening Capacity of Border Control for Responding to Infectious Diseases in Pacific Island Countries”, funded by the Government of

Japan and support the CoM with liaison and general management of the IOM Samoa Country Office .

Core Functions / Responsibilities:

  1. Manage the overall implementation of the regional IBG programme in a timely manner and according to work plans, being responsible for the financial, administrative and technical backstopping of the projects, in line with IOM’s policies and practices as well as donor requirements.
  2. Manage the implementation of “Project for Strengthening Capacity of Border Control for Responding to Infectious Diseases in Pacific Island Countries and provide support to the CoM with liaison and general management of the IOM Samoa Country Office.
  3. Set-up, plan, manage, coordinate, and monitor the program for achievement of activities and results, in close coordination with the relevant units in relevant IOM Country Offices in the Pacific region, and RTS in the Regional Office, and prepare and coordinate regular project reports in a timely manner in accordance with donor’s requirements, IOM regulations, and established procedures and deadlines.
  4. Supervise the IBG team in implementing activities, including reporting, monitoring and evaluation and identify and implement improvements in project delivery and coordination.
  5. Brief the CoM and other Country Offices (COs) on a regular basis; inform on programme matters and on current affairs that may have an impact on the work of IOM and propose course of action.
  6. Establish and maintain strong partnerships and regular liaison with government entities, IOM partners, such as regional organizations, diplomatic missions, and any other concerned agencies and working groups, aiming at coordinating and promoting new activities and facilitating the implementation of ongoing activities and fund raising for new initiatives.
  7. In accordance with IOM’s procedures and regulations, ensure the timely recruitment and briefing of project staff, consultants and/or experts required for the implementation of the project activities and provide guidance to ensure that a cohesive methodology is maintained for the achievement of migration and border management activities.
  8. Provide financial management and ensure the accountability of projects in coordination withthe Resources Management Unit (RMU) in Australia Country Office for timely and accurate donor reporting by maintaining and updating expenditure and other project relevant records; oversee financial expenditure, procurement and logistics services; including contracts with suppliers of goods and services; maintain records in accordance with programme standards.
  9. Develop and manage appropriate monitoring tools to ensure effective design and implementation of projects and activities, including regular travel to field locations as required, in coordination with Monitoring and Evaluation (M&E) Officers.
  10. Undertake duty travel relating to project/programme assessment, liaison with counterparts, information sharing, technical guidance, and new project/programme development, as required.
  11. Provide technical assistance and guidance to the Pacific Island Development Community(PIDC) for the strengthening of an integrated and coordinated approach to border management in the Pacific region.
  12. Ensure adequate information management on project related activities including project awareness raising and visibility, regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Media and Communications Unit.
  13. In coordination with the CoM, represent IOM in conferences, workshops, steering committees, policy, and technical working groups, as well as other forums to ensure proper coordination, presentation and promotion of IOM activities.
  14. Provide technical advice on the expansion of the IBG portfolio and support Samoa Country Office in developing new projects and in fund raising initiatives.
  15. In coordination with the COM, ensure overall proper management of Samoa Country Office and maintenance of the IOM properties, infrastructures and assets. ensure the security of the staff and IOM properties in coordination with United Nations Department of Safety and Security (UNDSS) and the Senior Management Team.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Law, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in the field of migration and border governance, including operational and field experience;
  • Proven experience in project management, implementation, development, analysis and evaluation, budget planning and monitoring, and report writing;
  • Experience in supervising staff and coordinating administrative matters;
  • Experience in liaising with governmental authorities, other national/international institutions, regional organizations, NGOs and donors;
  • Working experience and knowledge in the Pacific region.

Skills

  • Knowledge and understanding of immigration and border management issues and key players in the Pacific region;
  • Proven knowledge of and commitment to gender equality and human rights.

Languages

IOM’s official languages are English, French, and Spanish.

For all applicants, fluency in English is required (oral and written). Working knowledge of Samoan is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
