The Opportunity:

CARE Afghanistan is seeking a talented and motivated Country Director (CD) who will provide effective leadership and management ensuring implementation of CARE’s strategy and in-country operations consistent with CARE's Vision, Mission and Focus.

The CD will be responsible for overall leadership and management of all aspects of the country office and CARE programs in Afghanistan. The position leads the country team in the identification, development and implementation of viable (financially, programmatically, culturally as well as from safety and security perspective) programming in the complex operating context, ensuring proper adherence to CARE policies and procedures, including staff management, financial management, wellness, safety and security, compliance with CARE and donor requirements, etc. More specifically, the CD drives for impact and addresses injustice and discrimination and improves the lives of poor and vulnerable communities.

The Country Director will be responsible for emergency preparedness, programming and operations and will establish and sustain productive relationships with government officials, donors and strategic partners. Whilst CARE has the respect and creates and maintains rapport with the community and with other stakeholders, the operational complexity in Afghanistan imposed by emergencies, continuously deteriorating humanitarian context, both conflict and natural, makes Afghanistan a challenging humanitarian context. This requires the Country Director to be savvy in analysis and swift in action to ensure that staff and resources are safe, and CARE’s identity and reputation is upheld at all times.

In this role you will:

  • Drive strategy. Develop the blueprint to guide CARE’s work in Afghanistan and help shape the Asia regional strategy
  • Lead the team. Guide a staff of program managers, operations experts, security unit and technology experts
  • Promote CARE. Maintain strong relationships with government, partners, and donors. Lead and represent CARE on several coordination forums, and maintain good relationships with the host government, donor community and international and local organizations.
  • Grow the portfolio. Work with business development staff to identify, track and coordinate responses to funding opportunities. Develop partnerships and strategies that lead to new funding.
  • Make sure we play by the rules. Serve as our chief compliance officer in Afghanistan. Ensure that we are ethical and efficient, that we have the procedures in place to be strong stewards of donor funding.
  • Lead with integrity. Create a positive and productive workplace. One that values hard work, feedback and continuous improvement, diversity, inclusion, risk and security and a strong commitment to CARE.

Your Background:

  • Humanitarian leader. You have at least 7 years+ of experience leading humanitarian programs, managing people, budgets and working in global companies or international NGOs in a complex environment. You have a bachelor’s degree in international development or other relevant post-graduate degree. You are fluent in English and proficient in other applicable languages. You have 7 years of successful senior Program Development and strategic leadership position in a humanitarian operating environment with a Strong background in Disaster Preparedness, Resource Mobilization, Management, and Leadership
  • Committed to gender equity - You are an advocate for women and girls. You’ve worked on education, humanitarian, or development programs that advance gender equity.
  • Natural fundraiser with proposal writing skills. You have experience identifying business opportunities for health organizations or securing funds from foundations and institutional donors
  • Collaborative manager. You are able to inspire a shared vision, motivate and lead a country-wide team. You’ve managed a large annual budget and regional, or country -wide teams
  • A natural connector. You are able to build and sustain relationships with government ministries and nongovernmental organizations (NGOs). You are able to identify and attract new donors and partners to work with us. You can spot trends and keep the CARE regional executive team informed about gender, development and health needs and opportunities in Afghanistan.
  • A strategist . You are a quick thinker, laser focused and clear decision maker. You have a strong interest in private-sector approaches to development and a proven ability to produce results. You can apply what you learn in your country and other countries CARE works in.
