ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The WFP Technology Emergency Preparedness & Response Branch (TECF) is responsible for coordinating and managing the IT response to emergencies for WFP and - as the Emergency Telecommunications Cluster (ETC) lead agency - the wider humanitarian response community. As the operational branch of WFP Technology Division, this branch leads global coordination, advocacy and partnerships for the ETC and supports government, humanitarians and affected populations with the provision of communication and technology services in humanitarian crisis and emergency preparedness efforts.

To provide Global ETC operational and technical emergency and preparedness support to ETC operations, the Global ETC team is looking for an ETC Operations Officer. The incumbent will be responsible to provide technical guidance and daily support to new and ongoing ETC operations, ensuring country offices are equipped to lead the delivery of efficient and effective common Information and Communication Technology services, providing sound, innovative solutions that enable WFP and partner organizations in effectively respond to humanitarian crises.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Oversee ETC field projects and provide technical advice to WFP Country offices leading ETC services.
  • Provide daily support to ETC Coordinators working on the ground in different operations, ensuring regular communication and guidance on processes is provided.
  • Provide guidance and participate in the development of Inter-agency Emergency Preparedness Plans, Humanitarian Response Plans (HRP), budgets and Concept of Operations (CONOPS). Ensure WFP Country Strategic Plan (CSP) reflects TEC emergency and preparedness country activities planned at inter-agency level.
  • Engage closely with Regional TEC Officers and Regional Emergency Preparedness and Response (EPR) Officers on ETC-related matters.
  • Analyse and provide insight on ETC operations to ETC teams in country and to the Global ETC team.
  • Ensure deployment of IT/TC systems is aligned with ETC mandate.
  • Support and guide field offices on technical specifications and best practices during tendering for IT/TC services or procuring IT/TC equipment.
  • Coordinate and prepare reports on ETC activities, investments and costs, identifying trends/issues and proposing solutions to increase cost-efficiency.
  • Maintain technical expertise and knowledge of industry developments and develop skills within specific areas of competence.
  • Lead and motivate a small team, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance.
  • Build capability of staff, collaborating with colleagues in the IT division to design and deliver corporate training policies and programmes aimed at developing skills/knowledge in ICT and ETC.
  • Ensure effective coordination with other humanitarian organizations in order to align activities and maximise possibilities of inter-agency collaboration in the field of IT/TC.
  • Maintain effective partnerships with colleagues and external partners, to foster information exchange and support to meet service requirements. Act as focal point for several Global ETC partners.
  • Contribute to emergency preparedness and contingency planning, providing technical recommendations and monitoring the management of risks, so that WFP can maintain basic IT services and/or quickly respond and deploy resources to affected areas at the onset of a crisis.
  • Build a repository of best practices from ETC operations and support evaluation and lessons learned exercises.
  • Travel to provide support to ETC operations on the ground and / or deploy as ETC Coordinator in initial phase of a new emergency.
  • When in country, prepare operational plans and manage resource requirements at the onset of an emergency.
  • Other as required.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

You have:

  • Master's Degree in Computer Science or another relevant area, or Bachelor's Degree with additional years of related work experience or trainings/courses.

Experience:

You have:

At least 5 years of post-graduate, progressively responsible professional experience in:

  • Leading the implementation of ICT systems in emergencies
  • Managing projects and collaborating with various actors in a humanitarian response setting
  • Acting in IT advisory capacity to Country/Sub Office leadership
  • Negotiation, evaluation and management of IT contracts with service providers at HQ and field office
  • Developing business cases that capture project life-cycle costs, benefits, and risks for the purchase of IT service or equipment
  • Minimum of 3 years of progressively responsible professional experience in field operations and/or project management

Language:

You have:

  • Fluency (level C) in the English language
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Spanish, Russian, and/or Portuguese.

MORE ABOUT YOU

You have:

  • Knowledge of IASC policies related to Cluster activity as well as broader UN humanitarian principles on emergency preparedness and response
  • Knowledge of WFP/IT/ETC policies and strategies on national and international emergency issues, particularly relating to preparedness, response, and recovery
  • Ability to identify, research, analyze and synthesize complex information and produce concise and analytical reports under time constraints
  • Ability to work under pressure and multitask
  • Ability to work independently with minimum supervision
  • Strong oral and written communication skills

FUNCTIONAL CAPABILITIES

Governance, Strategy and Architecture: Implements improvements to WFP’s IT governance structure, strategy, and procedures by scanning future industry trends, providing clarity on policies and capturing potential opportunities. Ensures compliance with organisational IT policies and procedures and overall information management strategy.

Change Implementation, Project Management, Planning and Optimization: Demonstrates the ability to collate time, resource, and budgetary estimates from multiple stakeholders to design plans for complex projects, implementation activities and manages the change control procedure, while ensuring that project deliverables are completed.

Technical Expertise: Exhibits deep technical knowledge in area of expertise and actively transfers knowledge to strengthen the skill base across the function; considers the most appropriate use of technical resources to ensure skill development and optimization of resource allocation.

Service Management: Consistently monitors performance and delivers high quality technology and services to meet the needs of customers, taking responsibility for the design, installation, upgrading, operation, control, maintenance and effective use of IT infrastructure components.

Client Management: Applies thorough understanding of the business, customers, new IT technologies and techniques to implement improved solutions and define service levels, standards and the monitoring process for client service staff.

Procurement and Contract Management: Leads efforts to develop business cases that capture project life-cycle costs, benefits, and risks based on detailed analysis of resource requirements and vendor relations for small to medium IT investments.

TERMS AND CONDITIONS

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Dubai, UAE to take up this assignment.
