Chemonics seeks a Procurement specialist for the ongoing USAID/ Libya Economic Acceleration Project (LEAP/Aqfuz). LEAP aims to enhance economic opportunities for the target group in Libya’s south by increasing their effectiveness through contributing to the following objectives 1) strengthen entrepreneurship skills and opportunities for vulnerable and historically marginalized populations; 2) improve the productivity of Micro-, Small- and Medium-Enterprises (MSMEs) among the target populations; 3) increase vocational and technical training with a focus on market demands, and 4) increase assistance to businesses in all phases of their life cycle, all which will help build economic resilience among the target population and promote stabilization, peacebuilding, and conflict prevention.

Purpose

The Procurement Specialist will advise, lead, and conduct all project procurements. The procurement specialist is responsible for tailoring and applying USAID and Chemonics procurement policies andprocedures and for overseeing transparent and compliant procurement processes. The procurement specialist serves as a resource to the LEAP program staff on all procurement issues, including in-kind procurements under LEAP’s subawards program.

Reporting

The Procurement Specialist will report to Operations and Finance Lead.

Sabha, Libya

Responsibilities

  • Under the direction of the Subawards Manager, assist in preparing RFPs, RFQs, vendor selection, tenders, purchase orders, and negotiation of awards for services and commodities, as well as maintaining the project’s inventory and inventory disposition procedures.

  • Respond in a timely manner to procurement requests from program staff.

  • Handle the negotiation of contracts and assist in preparing contracts and purchase orders.

  • Ensure that procurement activities are carried out in accordance with contractual requirements, including contract-related regulatory requirements (e.g., ADS) and procurement regulatory requirements (e.g., FAR and AIDAR).

  • Under the supervision of Subawards Manager coordinate bid evaluation and prepare summary reports for review and approval.

  • Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and conditions. Provide regular status reports to the Subawards Manager and/or Operations and Finance Lead.

  • Contribute to the preparation of requests for approvals and/or waivers.

  • Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.

  • Assist in developing and maintaining procurement-related documentation.

  • Provide procurement status reports and inventory summaries as requested.

  • Assist the project to provide training to project staff on procurement policies and procedures.

  • Monitor and track incoming shipments and collect incoming shipment documentation from vendors and donors.

  • Undertake other duties as assigned by supervisor.

  • Assist the Operations and Finance lead with operations procedures if needed.

  • Assist the local and international staff and consultants traveling to and within Libya in arranging travel/transportation and make hotel and flight reservations for all project-related travel.

Qualifications

  • University degree in business administration or related field required.
  • At least one (1) year of relevant office administration experience required, with preference for USAID funded administrative experience.
  • Demonstrated knowledge of all aspects of office administration as well as general best practices in Libya.
  • Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the program.
  • Ability to effectively use computer software. Demonstrated high proficiency with Excel spreadsheet applications is also a requirement.
  • Fluent Arabic and Proficiency in English required.
