1. Background and Justification *Purpose of the Position:

As part of the WHO PEI/EPI team for Somalia the RPEO is responsible, in his/her own region, for the implementation, reporting of activities and advocacy for communicable diseases monitoring, detection, prevention and response with all partner agencies operational on Somalia (UN, International and national non-governmental organizations and local authorities). The national focal point counterpart and international focal point supervise his activities.

As a prospective member of the Regional Health Management Team (to be fully integrated along the polio transition process), the PH-PEO is expected to increase and strengthen the collaboration with the Team, support and share its functions and promote opportunities for joint capacity building.

Major Duties and Responsibilities

Training

- To conduct training of reporting health facility staff at sentinel sites about AFP, measles, cholera and COVID19 cases immediate reporting

- To conduct training of the district polio officers on AFP/VPD surveillance, information management tools and supervise them.

- Participate in the micro planning workshops for the NIDs, EPI, disease surveillance and any other training as may be required.

- Conduct/supervise in collaboration with national focal point counterpart and district national officers and with the engagement of the Regional Health Management Team as appropriate.

Social Mobilization and advocacy

Before and during NIDs, supervise and implement an intensive mobilization campaign in coordination with NID regional focal point.

To meet community leaders and elders to inform them about Polio eradication efforts, new paralysis cases reporting and their localities, COVID 19 vaccination efforts, and significance of Routine EPI.

Create and maintain good relationships with national/international organizations/agencies and advocate for the polio eradication initiative.

AFP Surveillance and other VPD Surveillance

- Supervise the Zero-reporting of district polio officers

- Manage the Zero-reporting database and send reports in timely manner to central level

- Supervise the work plan of the district polio officers

- To conduct case investigation for the reported AFP cases from the field with support to the district polio officer.

- To conduct detailed AFP case review on "hot" cases.

- To collect the stool specimen from the reported AFP case with paralysis

- To conduct 60 days follow-up examination of the reported AFP cases.

- To keep line listing of AFP cases in his region

- Assure proper use and maintenance of the reverse cold chain equipment

- Keep records of AFP cases investigated, Zero-reports, monthly reports of district polio officers, line listing of cases, monthly reports, quarterly reports.

- Keep inventory of AFP related equipment and forms.

- Assure timely order of AFP related equipment and forms

- Assure timely and correct dispatch of stool specimen to the reference laboratory (currently in Nairobi)

- Support VPD surveillance in the region

NID and routine EPI

- Participate in the planning of all activities for the NIDs/SIAs, COVID 19 vaccination and routine EPI in collaboration with the national focal point counterpart, district polio officers and district field assistants' coordinators

- To implement and/or supervise the effective implementation of NIDs, routine immunization activities and other immunization campaigns as may be required.

- Conduct post-NID evaluation to identify high-risk areas.

- Participate in surveillance activities and reports on outbreaks for other diseases.

- Contribute in increasing immunization coverage: in the identification of low-coverage (or “zero-dose”) areas or population, and the obstacles. Promote planning and strategic actions to increase uptake of immunization and other essential health services, in collaboration with the Regional Health Management Team.

Finance

- Preparations on monthly basis of work plan and fund request and submit to IFP for approval.

- Accountable for funds transferred to his/her region for carrying out program activities

- Coordinate with Finance clerk on funds transfers between region and districts.

- Responsible for checking financial returns from districts

- Responsible for timely submission of financial documents to the International Focal Point and Finance clerk.

Security

- Contact, on a daily basis, all Zonal NPOs in order to brief them on security matters.

- Maintain daily contact with the DPOs with regard to security in each district.

- Communicate with the Polio Coordinator regularly to brief him on security issues for the region.

- Maintain close contact with the Area Field Security Coordination Officer

- Ensure that DPOs do not travel without prior Travel Authorizations, from the Polio Coordinator, and security clearance, from the UN Security office.

Reporting

- To submit to the national focal point and international focal point a monthly activity report outlining achievements, constraints and future plans, including line listing of AFP and measles cases investigated and Zero-reports

- To report on quality of implementation of NIDs/SIAs, COVID 19 vaccination, accelerated routine immunization activities in his/her region.

- Quarterly reporting including calculation of AFP and other diseases surveillance indicators and analysis

- To perform any other duties assigned by WR Somalia, polio coordinator and IFP

Work Relations and Partnerships

Qualifications

Educational background

Essential

First University degree in medicine or public health or nursing .

Desirable

Master’s degree in public health.

Professional experience and knowledge

Essential

At least one year experience in POL programs.

Desirable

Working experience with WHO or UN.

Language Skills

Essential: Excellent knowledge of English and excellent knowledge of the official local language

Desirable: Working knowledge of another WHO official language would be an asset (depending on the country of assignment).
