Job Overview

The Emergency Protection Coordinator is a full-time position, responsible for starting up and leading protection rule of law (PROL) programming in acute emergency responses. This may include rapid assessment, program start-up, strategy development, proposal development, technical oversight, staff recruitment and management, budget management, grants compliance and local partner relations. This role will specifically focus on delivery of high-quality protection services to address protection risks and barriers to humanitarian services for affected populations, ensuring services are inclusive and in line with IASC guidelines and humanitarian principles and standards. When not deployed, the ERT Protection Coordinator will contribute to IRC’s strategic objectives and technical workstreams for PROL and violence prevention and response in emergencies. A successful candidate will demonstrate track record working independently in fast-paced environments and applying creative, flexible design to protection programming in humanitarian contexts.

Major Responsibilities:

Technical support and guidance

When not deployed, the Emergency Protection Coordinator will:

• Contribute to IRC’s strategic priorities for violence prevention and response in emergencies, and lead on PROL-specific ambitions, including: developing or refining emergency PROL program models, toolkits, and technical guidance; supporting emergency preparedness and readiness; contributing to integrated and multi-sectoral program design, etc.

• Provide technical support, coaching, and backstopping to PROL emergency responses in countries with existing IRC programming, as needed

• Participate in cross-departmental collaboration and coordination with WPE, CP, and other sector colleagues to ensure that linkages between programs are made and programs gain from protection best practice

• Contribute to delivery of IRC’s Emergency and Humanitarian Action strategic action plan and commitments to partnerships, safeguarding, and Diversity, Equality, and Inclusion (DEI)

Emergency Responses:

ERT can expect to engage in response-centered work approximately 65% of the fiscal year, inclusive of in-country and remote emergency assignments.

Context evaluation

• Following the onset of an emergency, identify areas with greatest impact, highest needs, and emerging protection risks for marginalized groups and individuals experiencing barriers to claiming their rights and accessing services and information

• Conduct stakeholder and partner analysis: continually review existing actor mapping with a view to identifying key actors and establishing partnerships with focused on the delivery of protection services

• Design and conduct multi-sector needs assessments

• Support response strategy and implementing team in identifying, monitoring and analyzing data and information on patterns in rights violations and humanitarian access, especially as related to un(der)reached or un(der)assisted populations. Training of IRC Protection teams (and others as appropriate) to construct and use analysis for decision making and communicate with senior leadership, safety and security focal points in order to inform strategic direction of the response.

Program design and management

• Provide strategic direction, leadership and overall technical management of IRC’s PROL response aligned to the response strategy and emergency outcomes, while ensuring high program quality and alignment with IRC’s standards and approaches. Provide support and / or leadership to IRC’s integrated protection response as needed.

• Lead and directly contribute to the start-up, implementation and coordination of emergency PROL programming, including responsive information services, emergency protection assistance, cash assistance, protection and legal case management, psychosocial support, protection analysis, protection of marginalized people at risk or experiencing violence, abuse, and exploitation, and protection mainstreaming. Ensure quality program design and implementation, with a specific focus on identifying and mitigating obstacles to inclusive access across all intervention areas.

• Oversee IRC’s partnerships, ensuring co-design, regular exchange, and project performance monitoring to achieve program objectives

• Ensure – through program design and practice, team capacity and behavior – that clients, especially the most marginalized and hard to reach, participate in the design and implementation of IRC programs, and that their access to services and programs is meaningful and safe

• Develop and/or adapt technical tools and approaches, and deliver creative solutions to mitigate challenges in the operating context, to facilitate response start-up and day to day implementation

• Support emergency PROL staff to implement and monitor work plans ensuring that activities reflect the commitments IRC made to the donor and the community

• Design and implement appropriate monitoring and evaluation (M&E) systems ensuring consistent reporting and analysis of results to improve program effectiveness and quality

• Provide a comprehensive handover to successor, including ensuring transfer of all related documentation, program data and staff performance information

Grant and financial management

• Manage emergency grant/program implementation including recruitment and training, work plan development, procurement and inventory planning, budget management, and M&E plans

• Develop high quality technical proposals and reports with relevant program staff in line with IRC and donor requirements

• Collaborate with IRC grants and finance staff to finalize proposals and respond to any requests for additional information

Staff management

• Recruit, onboard, and supervise emergency PROL staff, and provide ongoing training and targeted capacity building, including technical guidance, on the job coaching and supervision, and capacity development plans on technical and managerial skills

• Comply with and ensure that new PROL staff understand the IRC Code of Conduct and policies related to Protection from Sexual Exploitation and Abuse and Child Safeguarding. This includes ensuring that staff and communities have knowledge of and safe, confidential access to reporting mechanisms and support services

• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions

Coordination and representation

• Actively develop and maintain effective working relationships with key actors, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors

• Regularly attend emergency GBV and other relevant coordination and task force meetings, at appropriate levels to feed in IRC priorities from the field

• Ensure protection concerns and challenges are brought to relevant fora to advocate for standards and procedures that systematize how PROL programming is implemented and coordinated at the field level

Job Requirements:

• Education experience in social sciences, law, international development, social work, psychology, other related field, or equivalent work experience

• At least five years’ experience working in the field of protection programming at the Coordinator level or above required, with consistent track record managing multi-donor portfolios in acute emergency response, program and project start-up

• Experience working with IRC and an understanding of IRC’s systems and processes is strongly preferred

• Familiarity with key donor regulations such as UNHCR, FCDO, BPRM and ECHO

• Experience in working with and coordinating with the UN, donors, INGOs and other humanitarian actors

• Demonstrated experience in staff supervision, capacity building, project design and budget management

• Demonstrated skills in effectively leading and building programs and/or operations in high-pressure, fluid environments. Leadership and team management skills are critical.

• Proven communication, writing and editing skills, including the ability to effectively write and edit grant proposals and reports.

• Flexible work attitude: Be flexible and yet focused & reliable in an environment of limited resources and changing demands. Ability to work well, promote teamwork, be comfortable in a multi-cultural environment.

• Good digital literacy: Facility with MS Word, Excel, and email/internet software.

• Fluency in English and working knowledge of Arabic, French and/or Spanish required. Excellent oral and written communication skills.

The Opportunity

Key Responsibilities

  • Budget management: Provide technical support to partners in the development and management of budgets, ensuring that expenses are within budget and any variances are addressed in a timely manner. Responsible for partner's budget checking, provide feedback as required. Support supervisor in creating budget template and report template.
  • Financial analysis: responsible for conducting financial analysis to support decision-making regarding partner support and the organization's financial performance. To provide the clear information for partners' performance.
  • Capacity strengthening: Build the financial management capacity of partners through

training, mentoring, and coaching, supporting them to manage their finances effectively and efficiently. Closely monitor the partners' Finance team performance and report to the supervisor if any support is needed.

  • Compliance: Ensure partners comply with all relevant internal policies, procedures, and external regulatory requirements, providing guidance and support as required.
  • Risk management: Support partners to develop and implement risk management systems and processes, ensuring they have adequate financial controls in place to mitigate financial risks.
  • Process improvement: Identify and implement process improvements to increase efficiency and effectiveness in financial management support to partners.
  • Cross Team Collaboration : Monitoring and updating the award trackers and provide data to the Award Manager as requested. Closely collaborate with the Supply Chain Coordinator for parnters' assest management, procurement plan etc.

IRC BACKGROUND

Founded in 1933, the International Rescue Committee (IRC) helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC is at work today in more than 40 countries and in 28 U.S. cities. The IRC’s Resettlement, Asylum, and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to survive and thrive in the US. RAI serves nearly 50,000 individuals each year in the US through a diverse portfolio of programs aimed at achieving outcomes in five impact areas: Health, Safety, Economic Wellbeing, Education, and Power.

The IRC opened a Denver office in 2016 to provide reception and placement services to newly arrived refugees. The office is slated to resettle approximately 500 refugees and more than 700 Afghan parolees in federal fiscal year 2022, in addition to serving an active caseload of more than 1,600 people. Some services are limited to refugees and other Office of Refugee Resettlement (ORR)-eligible populations, while others are open to a broader population of immigrants and forcibly displaced people. Most services are available for at least five years following arrival in the U.S.

JOB OVERVIEW

IRC has been a lead agency responding to the Afghan evacuation—in the U.S., in Afghanistan, and in third countries where Afghans have sought protection. Across the U.S., IRC is serving tens of thousands of Afghan parolees. The IRC in Denver is establishing the Afghan Parolee Legal Resource Center and seeks a Staff Attorney who will play a key role in ensuring Afghan parolees in Colorado have high-quality legal consultations, representation before U.S. Citizenship & Immigration Services (USCIS), and assistance in seeking asylum or accessing other forms of relief that may be available to secure permanent legal status. This is a term-limited, position ending 9/30/2024 that may be extended, subject to availability of funding.

The Staff Attorney will provide direct legal services to Afghan parolees in both affirmative and defensive immigration postures, and work to coordinate pro bono referrals for cases beyond IRC’s internal capacity. Staff Attorneys will also conduct community-based know your rights sessions, participate in pro se asylum workshops, asylum interview preparation sessions, and asylum training sessions for pro bono attorneys volunteering to support Afghan parolees. The Staff Attorney will bring experience representing asylum seekers and a passion for this area of work. The position will work in collaboration with community partners and will be part of a national community of practice of legal practitioners serving Afghan parolees, led by IRC’s Immigration Technical Unit (TU) at IRC’s headquarters, which supports IRC’s 24 legal service programs across the US.

MAJOR RESPONSIBILITIES

Major responsibilities include but are not limited to:

Direct Legal Representation

  • Conduct legal consultations and intakes with IRC clients and community members and provide direct legal representation to individuals before USCIS and, as needed, in immigration court.
  • Coordinate closely within IRC’s multidisciplinary teams, including the Afghan Placement & Assistance (APA) team, to identify needs and facilitate referrals to the Afghan Parolee Legal Resource Center to access services offered in-house and through partnerships with external providers.
  • Ensure client and program data is collected consistently, managed appropriately, and reported accurately in accordance with program reporting requirements set by IRC.
  • Maintain up-to-date knowledge and expertise of changing asylum and immigration policies through independent research and analysis, regular trainings, and peer-to-peer consultation.
  • Assist in recruiting, training, and mentoring pro bono attorneys supporting the Afghan Parolee Legal Resource Center.
  • Adhere to expectations and standards for legal casefile documentation.

Community Partnerships and Workshops

JOB REQUIREMENTS

  • Law degree (JD or LLM) from an ABA-accredited U.S. institution and admission to any state bar.
  • Ideally at least one year experience providing direct representation in immigration court and/or before USCIS to asylum applicants and other immigrants seeking humanitarian relief; law school graduates with clinical legal experience may be considered.
  • Excellent research, writing, analytical, and organizational skills.
  • Ability to communicate clearly and effectively, both orally in a courtroom setting and in writing.
  • Bilingual in one or more languages of the population preferred, with a strong preference for Dari and/or Pashto language skills.

WORK ENVIRONMENT

  • At present, the IRC in Denver office is in the process of re-opening. Hybrid remote/in-person work modifications have been in place to ensure staff and client safety during the COVID-19 pandemic.
  • Staff are provided with IRC laptops and cell phones and must have access to a location with secure internet service where remote work can be performed as needed and according to the schedule negotiated with their supervisor.
  • All staff are required to adhere to IRC’s COVID risk mitigation policies, which may include but are not limited to masking, physical distancing, enhanced hygiene practices, symptom screening, and isolation and quarantine when needed. COMPENSATION AND BENEFITS

This is a full-time, Limited -term position ending 9/30/2024. It is 37.5 hours per week.​It is classified as exempt and ineligible for overtime under state and federal law. The compensation range starts at $66,000- $76,000 per year, depending on experience and qualifications. Summary of the role:

YOTA is collaborating with the Prince’s Trust International (PTI) to implement the UK charity’s flagship Get Into initiative in Ghana. We are seeking a fresh-thinking Programme Associate to support this programme, which prepares young people who are not in education, employment or training to secure placements in the private sector. The programme in Ghana focuses on opportunities in hospitality and other thriving sectors of the Ghanaian economy. In addition to backstopping the development of the systems required for implementing and monitoring delivery of programme offerings, the Programme Associate will support the building and enabling of a community of partners and participants for the effective implementation of programme activities. The Programme Associate will support the programme’s strategy for internal and external communications, media and publicity, promotions and stakeholder engagement. To succeed in this role, you will require experience engaging with strategies for programme success, building and managing partnerships with a broad range of stakeholders, and working with youth from diverse backgrounds.

Responsibilities:

  • Employer engagement – Support the collaborative development and rollout of an employer engagement strategy; conduct employer engagement activities, including but not limited to calls, meetings, events and networking;

SCB is OCHA's communications and public advocacy team supporting headquarters and field operations in public outreach on humanitarian action. The Branch oversees senior leadership public advocacy and media, including messaging, speeches, campaigns, and social media.

  1. Tasks and deliverables:
    Support Digital Campaigns and Social Media Content Production
    • : Implement recommendations from OCHA’s Digital Strategy and Social Media Playbook related to digital content production and design.
    • Develop new types of digital content to advance OCHA’s digital advocacy and campaigns work.
    • Create a series of digital asset templates and guidance for use for common themes and communications priorities (e.g. priority humanitarian issues, online fundraising and regularly occurring events) adapted for each key OCHA social media platform.

Social Media Influencer engagement and partnerships

DanChurchAid (DCA) invites applications for a Protection Manager for DCA's Syria programme

This is a non-family, International position based in North-East Syria (NES).

The DCA Syria programme is a growing programme with an 8-year footprint. The activities are wide-ranging and include Humanitarian Mine Action activities (explosive ordnance risk education, survey, clearance of explosive hazards) as well as shelter rehabilitation of community infrastructure and private housing facilities, early recovery/survivor and community led responses and protection activities.

Since 2017, DCA has implemented community-based, non-specialized psychosocial support programming for children, adolescents, and caregivers in static and mobile facilities across several locations of Northeast Syria. In 2022, DCA has further expanded programming under the wider protection umbrella, with activities now also including general protection and child protection case management and community-based protection programming delivered in both static and mobile responses. DCA is currently seeking an experienced professional to continue leading the development of this approach within a more holistic protection mainstreaming strategy that seeks to improve protection outcomes for all participants, not only throughout DCA’s protection sector but also through the wider NES programme.

As the Protection Manager for NES you will refer directly to the Head of Programme (HoP). You will be responsible for the implementation of the overall Protection Sector activities conducted by the programme, as well as for the technical sectoral strategy, thus ensuring that the response is appropriate, relevant, effective, timely, coordinated and complementary with other components of DCA’s programme in NES.

Key Responsibilities

  • Strategy design based on technical assessment of protection and psychosocial needs
  • Periodically contribute to updating the protection situation analysis at pace with contextual shifts and modify strategy accordingly, once this is developed
  • Ensure the principled implementation and monitoring of activities in accordance with sector-endorsed, evidence-based methodologies and related monitoring tools
  • Structured supervision and technical support to facilitators and case workers in the delivery of structured group- and person-focused activities
  • Work closely with relevant colleagues to ensure protection principles continue to be mainstreamed within other sectors of the program

General Management and Supervision

  • Ensure high-quality management and implementation of project activities by:
    • Creating and executing monthly work plans in coordination with the protection teams.
    • Coordinating with logistics, administration, and finance colleagues to effectively and efficiently mobilize resources allocated to protection activities in close collaboration with the HoP and Finance colleagues

Programme Development and Reporting

  • Participate in the development of proposals, budgets and concept notes in coordination with the Head of Programme, Programme Development Coordinator and MEAL
  • Lead on providing technical inputs to periodic donor reporting requirements, and ensure reports are produced and delivered in a timely and quality manner
  • Lead portfolio expansion together with sector colleagues, actively contributing to identification of new funding opportunities and proposal writing

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Undertake regular field visits to provide technical guidance and supervision as well as regular monitoring of activity progress to ensure that services provided are according to international best practice standards
  • Ensure all activities are robustly monitored and fully documented, including systematic and timely data collection as required under the grant and for DRC MEAL purposes. Linked to the above, ensure relevant (disaggregated) data is available to share as and when required

People Management

  • Effective day to day management of protection teams, supporting team members to set objectives and workplans while providing appropriate and timely feedback regarding performance

  • Minimum 5 years relevant sector experience, including at least 3 years in a managerial role
  • Professional proficiency in English is required, Arabic is an advantage but not required.
  • Strong experience in protection risk analyses, community-based protection approaches, structured focused and non-focused PSS provision, and case worker supervision
  • Proven experience in protection project development and management, including familiarity with sector standards and humanitarian architecture

We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Geoscience Energy and Maritime Division (GEM) provides advice, technical assistance, research and training support to Pacific Island countries and territories (PICTs). There are three (3) areas of scientific programming and two areas of focus within this division:

  1. Oceans and Maritime Programme (OMP) – assists member countries with services that provide applied ocean science and knowledge for evidence-based policy-making and technical solutions for improved ocean and maritime governance, management and capacity development.
  2. Georesources and Energy Programme (GEP) – assists member countries by applying technical knowledge in the areas of geoscience and sustainable energy use.
  3. Disaster and Community Resilience Programme (DCRP) – assists member countries to demonstrate strengthened resilience through integrated action on disaster risk management, climate change adaptation, natural resource management and increased access to water and sanitation.

The Networking Assistant will provide support in the advancing the PACRES Project.

The key responsibilities of the role include:

Provide general support in the professionalization of the “Resilience” sector in the Pacific through networking

  • Provide support in the organization of project events (eg. workshops & community visits)
  • Provide support in the documentation of events in the professionalization of the Resilience Workers

Provide operational support in strengthening information and national capacity in climate change interventions

  • Assist the PACRES TVET coordinator in the implementation of study-tours for Pacific-ACP resilience professionals
  • Assist the PACRES' focal person designated to collaborate with the PRFRP

Assist in external collaboration and partnership

  • Assist in the roll-out of TVET qualifications and external collaboration and partnership with the 15 Pacific Countries covered by the PACRES project
  • Make available updated information on project collaboration and networking updates

Assist in project reporting and monitoring

  • Assist in data storage for internal Monitoring and Evaluation
  • Assist in the documentation of project work and collateral to the PACRES Communication Officer

Pursue the established networking relationship

Remuneration – The Networking Assistant is a Band 5 position in SPC’s 2023 salary scale, with a commencing taxable salary range of FJD 1,558-1,948 per month, plus local staff benefits. An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.

About us

Our mission is to get preschool children in rural Africa school-ready. At present over 250 million children worldwide fail to receive the education and care they need in their early years which means they are less likely to do well in school, find gainful employment, and are at greater risk of early marriage, early parenthood and even criminality. Current approaches to solving this crisis are not proving effective or scalable in lower and middle-income countries.

That’s where Lively Minds comes in. We have developed an award-winning Early Childhood Development programme that has been proven to get pre-schoolers in hard-to-reach communities school-ready, so they have a greater chance of succeeding in school and life. The programme provides marginalised Mothers with a parenting course that empowers them to run educational Play Schemes for pre-schoolers and to provide better home-based care, using cheap local resources. The programme is delivered through government partners, is cheap and highly scalable.

We currently have a high-profile partnership with Government of Ghana to support them to scale the Lively Minds programme to 4000 communities reaching 1million children. We are now fundraising to achieve nationwide coverage. We also run the programme in Uganda and have successfully supported local government to implement across the whole of Mayuge District reaching over 400 communities.

Over the next few years, as well as supporting GES and the Mayuge District as they take control of implementation and funding for the programme, we have ambitious plans for the future of Lively Minds. We intend to run a pilot of our radio programme in Uganda, expand the GES Lively Minds programme to all rural communities in Ghana, and share our learnings and approaches widely across the ECD space.

About the consultancy project

In order to achieve our ambitious plans we need to attract new sources of funds We require a consultant to:

  • Review our website and past fundraising proposals and provide recommendations on key messaging, highlighting the needs and benefits of the Lively Minds Programme and our scale through government approach
  • Create high quality collateral to support our fundraising efforts, in-line with our brand guidelines. You will create customisable communications explaining how the programme works and communicating the impact, reach and benefits. Key communications for the website, funding applications and pitch decks to be delivered include:
  • Case for support template custamisable to include impact in both/either Ghana or Uganda
  • The annual report, including a review, finances, case studies and impact data
  • Customisablepitch decks & two-page brochures for Sustaining and expanding the programme in Uganda, Ghana and for the programme globally
  • A customisable pitch deck & two-page brochure for the Lively Minds radio pilot
  • Review our current analytics and reach/engagement rates on the website and social media. Provide recommendations to increase reach and engagement including setting targets. Establish an analytics and reporting process to monitor our performance on these targets

As a member of the Türkiye Country Office's Senior Leadership Team (SLT), The Director of Awards and Donor Compliance is responsible for delivering an efficient and effective award management function. The maintenance of systems, processes and day to day management of the team will be a primary function of the Head of Awards and Donor Compliance. The individual will play a key role in the development of a culture that promotes the primacy of ensuring Save the Children delivers high quality programmes whilst always seeking to improve national staff capacity to take on roles currently held by international staff.
