The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading provider of learning and training for the world of work.

The position is located in the Organizational Development and Project Services Programme (ODPS).

The mission of ODPS is to deliver institutional capacity building interventions, services and learning programmes for ILO constituents, ILO staff and development cooperation actors in order to strengthen the governance and management of development cooperation

Under the supervision of the ODPS Programme Manager and in close collaboration with other ODPS professionals, the Associate Programme Officer is expected to contribute to the design and implementation of training, learning and consultancy assignments targeted at institutional clients and aiming at Organizational Development.

The Associate Programme Officer will need to apply conceptual thinking to support institutional clients in leveraging human capital and digital technology for capacity development, with a thematic focus on learning and collaboration services, leadership and change management.
This may involve bringing together in-house and external expertise to diagnose organizational issues and to propose functional, operational and cultural changes as well as digital learning and collaboration solutions across multiple platforms and applications, mindful of user needs, workflows, business goals and technical/technological realities.

The Associate Programme Officer is expected to assist the Programme Manager to Manage Organizational Development interventions and consultancies:

  • Developing and executing marketing strategies to drive outreach and enrolment of advisory services and projects targeting learning service providers and other institutional clients of the Centre, including contributing to the drafting of technical proposals for potential leads that conform with the quality standards of the Centre, and participating in contract negotiations;
  • Conducting institutional capacity assessments regarding their technical, financial, and governance performance, including their digital readiness status;
  • Compiling and presenting assessment findings, conclusions, and recommendations;
  • Implementing follow-up capacity development interventions focused on strategy development (e.g., compiling performance improvement plans) and operations management, including aspects of quality assurance, new product development, and staff development where applicable;
  • Contributing to Organizational Development interventions such as training programmes for leadership and staff development, coachingand mentoring programmes, team retreats, process reengineering, and change management;
  • Performing project controlling tasks along the plan, do, check and act cycle;
  • Documenting assignment results and sharing findings;
  • Perform other related duties as required.

The assignment will require the Associate programme officer to collaborate closely with other experts in ODPS, and with technical experts in other units of the house working on topics such as project management, media and communication, digital learning and collaboration, technology and innovation support.

Qualifications required

Education
University degree in organizational development, business and administration management, human resource management, digital/information technology or other relevant discipline(s).

Experience
At least three years of progressively responsible professional experience in the provision of consultancy services related to organisational development , with specific experience in implementing change management projects and/or thematic experience in facilitating consultancy for learning service providers in the context of digital transformation projects, including the use of digital learning and collaboration technologies in virtual and augmented technologies, multimedia, human-centred design, new media or digital communication.
Candidates are requested to identify and briefly describe three consultancies/projects carried out that are relevant to the above experience requirements. Languages
Excellent command of English.
Working knowledge of a second Centre's working language will be considered an asset: French, Arabic, Portuguese, Spanish, Russian orChinese.
Multilingualism is a key feature for the Centre and represents an important element for the delivery of its mandate. Consequently, the successful candidate may be required to acquire a second working language.
