CONSORTIUM COORDINATOR

CARE is a member and lead in several consortiums in Yemen. Through this effort, CARE Yemen, together with consortiums members aim to build resilience through integrated community-based and humanitarian systems transformation and leadership in Yemen.

These consortiums efforts bring together national and international organizations with a common commitment to provide lifesaving humanitarian and early-recovery assistance whilst contributing to systemic improvements in Yemen’s social protection systems at multiple levels.

We are seeking a Consortium Coordinator who will provide overall leadership, management, and strategic vision to the implementation of the consortium programs, to ensure that it meets its targets and deliverables on-time and within budget. The Consortia coordinator will supervise Consortium Team and ensure accountability to CARE policies and donor rules and regulations.

Responsibilities :

  • Representation, Communication and Coordination:
  1. Responsible for the overall coordination of the Consortium projects to facilitate integrated programming in the entire projects with special focus on the joint areas of operation.
  2. Ensure effective mechanisms for information sharing and cooperation among Consortium partners at country level.
  3. Support effective mechanisms for information sharing and cooperation among Consortium partners.
  • Consortium Management and Leadership:
  1. Provide leadership and strategic vision in all aspects of consortium programs implementation, development and management.
  2. Oversee consortium program start-up, management, and administration.
  • Planning, Reporting & Budget Management:
  1. Works with the MEAL department to establish an efficient and effective WASH program monitoring and evaluation system.
  2. Supports Program coordination team in reviewing and editing WASH related donor reports.
  3. Supports teams in undertaking internal and inter –agency assessments.
  4. Supports all WASH related baseline and end line assessments including reviewing of reports.
  • Capacity building and Staff management:
  1. Work closely with the country team’s and partner organizations’ security focal points to develop and maintain systems that promote the safety and security of all team members.
  2. Ensure that programs are designed and implemented with a clear analysis and understanding of security.

Qualifications:

  • Post-graduate degree in social/political sciences, arts or in a humanitarian assistance related field.
  • 5 years of direct project management experience (planning, monitoring, evaluation) in humanitarian context, including in a leading position.
  • Strong experience in monitoring and evaluation of complex projects.
  • Strong experience in budget management of complex humanitarian projects.
  • Experience in organizational representation, coordination, and liaison.
  • Experience in narrative and financial reporting on complex projects to international donors.
  • Experience in implementing projects within partner networks or consortia; experience in managing such networks / consortia is a strong advantage.
  • Experience in management of a large and complicated portfolio through consortium efforts.
  • Willingness and ability to travel within Yemen and abroad.
  • Excellent conceptual, planning, organizational, and leadership skills.
  • Excellent communication, negotiation, and problem-solving capacities.
  • Fluency in English and Arabic (written and spoken).
  • Strong computer literacy (word, excel, power point…etc).
