**CONSULTANCY TERMS OF REFERENCE: Labour Market Assessment

1. BACKGROUND**
YouthLink Somalia better known as ‘’YouthLink’’ is a registered national humanitarian NGO established in 2006. YouthLink is dedicated to working with extreme poor and vulnerable communities to reach their full potential by tackling the causes of poverty. The organization’s work focuses on assisting extreme poor urban and displaced communities to building their resilience to shocks and achieve improved livelihood. YouthLink implements a multi-sectoral resilience building long-term programme aimed at lifting the most vulnerable and the poorest urban communities out of poverty and delivering lifesaving health and nutrition services to drought-affected populations in IDPs.
Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. Concern engages in long-term development work, responds to emergencies and seeks to address the root causes of poverty through development, education and advocacy. The organization is one of the longest serving NGOs in Somalia. It has been actively operating in Somalia since 1986 despite the political and social instability and constant insecurity that characterize the country. Concern goes to the hardest to reach places to make sure that no-one is left behind.

Concern Worldwide and YouthLink have successfully implemented youth focused employment programmes since 2012. Through youth employment programme packages comprising of vocational skills training (TVET) and entrepreneurship skills, over 1000 (65% female) youths were supported to find profitable employment. In Mogadishu, majority of youths who graduated from the programme found jobs in the private sector while others successfully started up their own business. Additionally, graduated youth were linked with micro-finance institutions and improved their access to receiving financial loans to further strengthen their business activities.
Through partnership with Concern Worldwide, YouthLink is implementing a five-year Irish Aid funded Climate Resilient and Environmentally Sustainable Solutions Somalia (CRESS) Programme in urban areas. The programme, , which takes a “Green Graduation” approach to provide inclusive climate resilient and environmentally sustainable livelihood opportunities to vulnerable populations in Banadir. The programme targets households in situations of extreme poverty particularly the most vulnerable including marginalized and minority groups, such as women and disadvantaged youth who live in cramped settlements under unsanitary conditions and without sufficient access to basic services. Using the ‘Graduation’ Approach which facilitates the movement of households out of extreme poverty and into food secure and sustainable livelihoods.
Under Outcome 4: Increased financial security for Graduation households in Banadir, the programme plans to conduct labour market assessment to identify viable gender-inclusive employment opportunities, considering chances for promoting green jobs so that households/communities have improved knowledge of labour market opportunities. The labour market assessment will include environmental screening to explore workable occasions for viable gender-inclusive employment and to identify ‘green jobs’ available in the market. Promoting green jobs particularly among the disadvantaged youths will contribute to preserving or restoring the environment. The outcome of the assessment will help increase households’ knowledge of existing labour market opportunities and help them make informed decisions on market value chain and viable options.

2. PURPOSE OF THE CONSULTANCY
The purpose of the consultancy is to review on existing internal and external labour assessment reports and then conduct labour market analysis that includes environmental screening to explore opportunities for viable gender-inclusive employment and to identify available and accessible ‘green jobs’. The outcome of the assessment will help increase households’ knowledge of existing labour market opportunities and help them make informed decisions on market value chain and viable options for target households in Wadajir, Yaqshiid and Karan districts in Banadir. The labour market assessment will focus on:

• Relevance to the current socio-economic context, livelihood activities and profile of marginalized youths, women and people with special needs (PWSN) in Green graduation programme target communities.
• Use environmentally related criteria to select sectors while paying extra attention to feasibility current market oriented skills set by reviewing the available market assessment with particular focus on green jobs opportunities
• Use environmental market analysis to identify opportunities to green or increase environmental resilience of selected sectors.
• Determine what environmental tools and processes will be necessary to achieve objectives and how these will be acquired and implemented.
• Carry out value chain analysis to identify viable sectors and key actors, demand and supply and specifically which actors directly contribute to the training and how, clearly demonstrating how the employment outcome will be achieved.
• Map out relevant stakeholders within the market system and identify existing and potential partners’ capacity gaps i.e., social enterprise, Ministry of Labour and Social Affairs (MoLSA), Ministry of Education (MOE). CIVIL Society Organization SOs providing Life-skills and Entrepreneurship. Additionally, propose likely training packages and budgets to support capacity building and timelines.
• Capacity of YouthLink and Concern to create opportunities of both employment and self-employment including potential to overcome gender-related challenges of accessing employment and self-employment.

3. EXPECTED OUTPUTS
The consultant will be expected to produce the following outputs:

• Inception report (10 pages maximum) including a literature review, detailed methodology, data collection tools, locations to be surveyed and timeline.
• A draft report presenting the methodology, results, analysis, conclusions and recommendations for each of the specific objective of the CRESS programme as outlined in section 2 above.
• Provide a final report addressing Concern Worldwide and YouthLink comments. The final report will be a succinct document of 24 pages (excluding annexes) an executive summary with the key findings and recommendations. Annexes will be included in addition to the stated page count, to share the full assessment and analysis work.
• Conduct a presentation of the assessment findings at a validation workshop with participation of the stakeholders involved.

Final payment is dependent on the submission of a high quality, well-written final report covering all the specific tasks detailed in the TOR. A digital copy of all reports will be required by YouthLink and Concern at the end of this work.

4. LINES OF COMMUNICATION
The Consultant is accountable to YouthLink Programme Director or his designate and Concern Senior Field Coordinator for overall consultancy management.

5. TIMEFRAME
The task is to commence on 1st July to 10th August 2023; this includes data collection, analysis and report writing.
Inception report (1 week/5 days): Initial interviews with concerned YouthLink and Concern staff. Literature review, review of methodological approach, design of data collection tools and drafting of fieldwork agenda.
Data collection (2 weeks/10 days): In-country visit to project sites for data collection (3 districts in Mogadishu).
Analysis & report writing (1 week/6 days): Data entry, data analysis & draft report for review. YouthLink and Concern will provide feedback on the report within 5 working days.

Finalize report & present findings (2 days): The evaluator should incorporate feedback on the review by YouthLink and Concern and submit the final report within 2 working days. The Consultant is required to prepare and deliver a PowerPoint Presentation with the key findings and recommendations to YouthLink & Concern.

6. ESSENTIAL AND DESIRABLE EXPERIENCE/QUALIFICATIONS

• Bachelors level degree in a relevant field such as Business Administration, and or economics with a focus on private sector development and financial inclusion.
• Relevant qualification and/or substantial experience in marketing and Vocational education and training development.
• Good understanding with proven country context experience Or similar experience in a comparable country context in market systems development approaches, including facilitation of private sector development and promoting small and medium scale business enterprises and entrepreneurship.
• Good knowledge and understanding of issues and opportunities relating to environmental protection and resilience in value chains and labour markets, particularly within the Somalia (or similar) context.
• At least 5 years “hands on experience” in developing and supporting promotion of small and medium scale business and employment opportunities for youth and women in a post conflict setting.
• Proven experience conducting value chain analysis and labour market assessments (one or two sample reports of original work to be submitted with the proposal/application).
• Superior analytical skills including quantitative and qualitative research activities in terms of planning, implementation and data analysis;
• Good interpersonal and people management skills and demonstrated ability to work effectively and harmoniously with government officials and key stakeholders including the programme participants themselves.
• Experience of working on similar assignments in Somalia and understanding of the urban economies, and dynamics of Mogadishu.
• Practical working knowledge of the Somali Language for full explanation of various aspects being interrogated in the assessment.
• Strong report writing and presentation skills in the English language.
