Overview of position:

  • Entering the 9th year of conflict, Yemen is one of the world's largest humanitarian & development crises. Yemen has often been described as the world’s worst humanitarian crisis. In April 2019, the first of 3 reports, assessing the impact of war on development in Yemen, commissioned by our client in Yemen revealed that the war had already set back development by more than 2 decades & caused more deaths from indirect causes such as hunger & disease than deaths from conflict violence. The livelihoods of over 54% of the population were eroded, the social fabric was torn & population & institutional resilience weakened. Public & critical infrastructure, including water & sanitation, education, health, telecommunications & transportation, were damaged or destroyed, adversely affecting public service delivery. The recovery & reconstruction need exceed US$ 25 billion.
  • The prolonged conflict & economic decline have exacerbated the quality & coverage of Water, Sanitation & Hygiene (WASH) services. WASH systems & services throughout the country have suffered from damage & underdevelopment, resulting in 15.4 million people needing WASH assistance in 2023. The deteriorating socio economic situation makes meeting basic WASH needs increasingly challenging for vulnerable communities & households, while new displacements to urban areas have overstretched existing WASH service capacity.
  • Despite increase in population in the Aden governorate, the aging & improper unmaintained WASH infrastructure hasn’t been growing to cope with city expansion & population. Moreover, the infrastructure was severely affected in 2 civil wars in 1986 & 1994, as well as in 2015 during the Houthis fighting in the governorate, for which the World Bank's Damage Needs Assessment - DNA (2019, 3 report) estimating that around 10% of the WASH has been fully destroyed & 25% partially destroyed. Furthermore, due to aging of the infrastructure (1950's) & lack of spare parts, which are not even available on the market as manufactures have shifted to new system.
  • Since the start of the crisis in 2015, the WASH sector & associated infrastructure have not been supported to ensure provision of services to the public, with exception of emergency interventions by donors. Humanitarian stakeholders cannot solely address the current humanitarian WASH needs due to the limited water resource availability, the impact of climate change, the lack of funding for resilient WASH response activities & technical & environmental constraints. Additionally, most life-saving WASH response actions require recurrent costs to sustain minimum WASH services, such as water trucking, fuel support, maintenance of emergency latrines at displacement sites, periodic distribution of WASH non food items & solid waste disposal. Poor waste management & drainage, especially during flash floods, are potential causes of disease outbreaks, physical accidents & deaths or illnesses related to contaminated waters.
  • WASH & solid waste management needs are high in the major urban hosting areas of Aden, as the case in other urban centres in Yemen. Women & girls, child headed households, people with disabilities, elderly people & marginalised groups, such as the Mohamasheen, are facing various & specific barriers & discrimination to accessing WASH & waste management assistance & meeting their basic needs. Our client therefore seeks the services of an experienced consultant to develop a project document on “water reticulation & solid waste management in Aden” & to conduct “assessment of WASH & solid waste management in the governorate of Aden”. The intended new project builds on previous WASH & solid waste management projects implemented by our client with support from the government of Japan. The “assessment of WASH & solid waste management for the governorate of Aden”, will builds on the World Bank DNA & information that will be collected from stakeholders at the governorate. The assessment has to produce a blueprint that defines immediate, medium & long term investment interventions (including environmental related concerned & on how to contain them to minimum) within the context of recovery & reconstruction as well as specific sector reforms & potentials for private sector engagement.

Objective:

  • The specific objective of the consultancy is to develop a project document on “water reticulation & solid waste management in Aden” & “assessment of WASH & solid waste management for the governorate of Aden”.

Scope of work:

  • The CO seeks the services of an experienced & qualified national consultant to lead in the development of a project document on “water reticulation & solid waste management in Aden” & to undertake “assessment of WASH & solid waste management in the governorate of Aden”, informed by the World Bank DNA, country strategy note, our client in Yemen’s programmatic focus,
  • Humanitarian Response Plans (including respective HRP clusters), available studies & research, analyses of the current context, country priorities & needs, applicable sustainable development goals, our clients strategic plan & achievements & lessons learnt from the previous WASH project among others.

Methodology:

  • A national consultant will support the international consultant & both are expected to work closely with international recognized government institutions (Ministries of Water, Local Administration, Environmental Protection Authority, Finance, Planning, Electricity, Local Cleaning Fund & the Chamber of Commerce in Aden), CO & Aden sub office management, program, operations & the oversight & support team in the execution of the consultancy.
  • Moreover, the consultants will conduct a desk review of documents (produces by donors & national stakeholders), arrange face to face meetings with all stakeholders in Aden as well as in Abyan / Lahj as these 2 governorates as major sources of supply of clean water to Aden. On the assessment, the consultants should also arrange meetings with UN agencies, donors in Riyadh / Amman & the Yemeni private sector diaspora, for which the CO will support with logistics.
  • Furthermore, the consultants will submit an inception report which should reflect on their methodology for the successful delivery of the project & the assessment, which will include a review of available documents & discussions with relevant stakeholders. In addition, the consultants have to prepare a presentation on the assessment findings to the donors in Amman / Riyadh through hybrid meeting, our clients Amman liaison office will provide all logistical support.

Contract deliverables / expected outputs:

  • The consultancy will be conducted in 60 working days & the consultant is expected to deliver a set deliverables - Refer to the advert on CTG portal

Project reporting:

  • The consultant will work under the overall guidance of the Deputy Resident Representative / Programs with support from the Heads of the Aden sub office, Amman liaison office & oversight & support team.
  • The consultant will collaborate with the CO program, project & operations teams. our client will provide the consultant with logistical support in conducting the assignment.

Key competencies:

  • Master’s Degree in Civil / Water / Environmental Engineering / Management.
  • Minimum 7 years of experience working on WASH & solid waste management related issues in conflict settings.
  • Experience completing Bill of Quantities (BOQs), service contracts & other technical documentation.
  • At least 10 years of direct experience in program / project design, problem analysis & theory of change development & drafting program / project strategies, concepts & documents.
  • Experience in the usage of computers & office software packages (MS Word, Excel, etc.).
  • Familiarity & working experience on the development issues & context in Yemen.
  • Familiarity with UN operations in conflict settings will be advantageous.
  • Commitment to respecting deadlines & delivering outputs within the agreed timeframe.
  • Proficient in the English language, spoken & written.

Team management:

  • This role has no team management responsibility.
