Context:

The International Organization for Migration (IOM) Timor-Leste implements a range of national and regional projects aimed at addressing migration challenges and delivering increased protection and assistance to vulnerable populations in partnership with government, civil society, other United Nations (UN) partners, regional bodies.

Through research, policy interventions, capacity building and outreach, these projects aim to develop sustainable solutions to reduce systemic vulnerabilities, to strengthen coordination frameworks and mechanisms, to provide increased support to vulnerable migrants, such as victims of trafficking, survivors of Gender-Based Violence (GBV), victims of exploitation and abuse, and communities at risk of displacement or relocation due to natural hazards and slow onset disasters such as sea level rise; as well the systematic screening for TB in selected high-risk groups for early detection of cases.

Under the direct supervision of the Chief of Mission (COM) in Timor-Leste, with technical support from the Regional Monitoring and Evaluation Officer at the Regional Office (RO) for Asia and the Pacific and in cooperation with relevant units at Headquarters and the Regional Office (RO) Bangkok, the Programme Support Officer (Monitoring & Evaluation) will be responsible for the following: support COM and Project Managers (PMs) identify IOM-relevant project opportunities; provide inputs for the development of project proposals for the mission in close coordination with PMs; and support PMs with their monitoring and evaluation, and liaison activities.

Core Functions / Responsibilities:

A. Monitoring and Evaluation technical support:

  1. Work in close coordination with PMs, Project Developers and mission units to help develop mission level and project specific M&E systems/frameworks; and provide support to improve M&E activities in the mission in line with IOM M&E guidelines and donor standards.
  2. Support PMs in compiling periodic donor reports in line with donor agreements and agreed reporting schedules.
  3. Support PMs effective implementation of M&E activities and tools in each programme/project by providing technical inputs for the development and implementation of the overall M&E frameworks and tools based on M&E activities and in line with IOM M&E guidelines and donor standards.
  4. Compile and share monthly reports, drawing on M&E activities' outputs where possible, describing the activities, results and challenges in each programme in close coordination with the COM and other relevant project staff.
  5. Provide technical support with PMs/Resource Management Officer (RMO) to the country office to help improve the quality of data collection, consolidation, analysis and reporting through capacity building, and regular monitoring visits to the project sites.
  6. Facilitate regular feedback with PMs from beneficiaries and stakeholders on activities and services provided through the organization’s support in close coordination with field colleagues.
  7. Facilitate capacity building of IOM staff in M&E and project development, as necessary.

B. Project Development Support:

  1. Support mission to proactively seek potential funding sources among government and non-government (including private) donors, in line with IOM Timor-Leste's overall strategy, by providing technical guidance and information.
  2. Support CoM and PMs to manage overall fundraising data and information, and project information, by locating and analyzing specific migration related trends and data.
  3. Contribute to and assist with project development activities, including providing technical inputs for the development of new project concept notes and proposals in close coordination with COM, Programme Managers, and Thematic Specialists in line with IOM global frameworks and IOM Timor Leste mission strategy.
  4. Collect, compile and provide inputs to support PMs in the provision of comprehensive inputs to different documents or to share information requested by United Nations Country Team (UNCT)/ Humanitarian Country Team (HCT); individual agencies, Government institutions, Donors, IOM relevant Units at HQs and RO and/or other partners.

C. Internal and External Coordination Support:

  1. Assist in the preparation of meetings and events, to include donor briefings, donor visits, and conferences. Preparation may include: assembling relevant documents, drafting concept papers, and coordinating briefing inputs or talking points.
  2. Participate in UN, donor, sectoral, working groups, and other meetings aimed at development of new projects.
  3. Collate or coordinate submissions for the IOM institutional reporting processes including theInstitutional Questionnaire and Migration Initiatives.
  4. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields, Research or M&E with four years of relevant professional experience.

Experience

  • Experience in development programmes for migrants and capacity-building activities including for people smuggling and migrant trafficking;
  • Experience in project development, and/or monitoring, reporting and evaluation.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues in Timor-Leste;
  • Knowledge of the region is an advantage;
  • Experience with One UN programming is an advantage; and,
  • Advanced knowledge and skills of computer applications of MS Word, Excel, database management, SPSS or other statistical packages.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Knowledge of UN and bilateral donor programming;
  • Knowledge of financial rules and regulations;
  • Knowledge of SPSS and KOBO toolbox;
  • Strong writing and research skills;
  • High level of professionalism and ability to work under pressure and adhere to strict deadlines in a complex and fast changing environment;
  • Demonstrated gender awareness and gender sensitivity; and,
  • Knowledge of international agencies like the UN an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of either Tetun, Portuguese or Bahasa is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
