Project Summary:

The Technical Assistance Program (TAP), funded by the U.S. Agency for International Development (USAID), is a five-year education and youth program that seeks to transform the organizational culture and improve the abilities within the Ministry of Education and the Ministry of Youth to ensure officials can implement desired reforms. Creative and its partners will provide technical assistance in the development, roll-out, and tracking of policies and procedures to incorporate international best practices for public education and youth programming. Among the many activities in the Jordan Technical Assistance Program, it will support curriculum development, promote inclusive learning techniques, improve the skills of teachers and school managers, and other tangible activities that ultimately support changing the organizational culture within the two ministries and relevant agencies. The program will further support Jordan’s outreach and behavioral change communications initiatives that are aimed at creating a culture of reading, the inclusion of vulnerable children, and increased youth engagement.

Position Summary:

TAP is seeking a highly skilled and experienced Senior Research Specialist to lead TAP’s research agenda. The Senior Research Specialist will play a pivotal role in designing, conducting, and analyzing research studies, generating valuable insights, and providing strategic recommendations to support the program's goals. Additionally, this role will involve assisting the Monitoring, Evaluation, and Learning (MEL) team in implementing TAP’s MEL plan.

Reporting & Supervision:

The Senior Research Specialist will report to the MEL Director.

Responsibilities

Responsibilities:

Research Management:

* Manage the conceptualization, planning, and execution of research studies, ensuring alignment with the program's goals.

* Provide expert guidance to teams within firms and ministries, fostering a collaborative and innovative research environment.

* Provide regular updates on research implementation progress to TAP's team and both ministries.

* Engage with ministries, local experts, international experts, and TAP’s technical team, to gather insights and ensure research relevance and alignment.

* Stay abreast of emerging research trends, methodologies, and technologies, applying them to enhance research practices.

* Adhere to child protection and gender-sensitivity policies and practices.

* Comply with all Creative and USAID regulations related to research and MEL.

Study Design and Implementation:

* Collaborate with technical teams to facilitate a co-creation process with ministries in shaping research questions and inception reports.

* Develop comprehensive research designs and methodologies, including data collection methods, sampling techniques, and data analysis plans.

* Conduct thorough desk and literature reviews, producing high-quality summaries.

* Translate data collection tools, transcripts, and other documents as needed from Arabic to English and vice versa.

* Coordinate logistical planning for both quantitative and qualitative data collection exercises.

* Oversee data collection processes, ensuring data quality, accuracy, and ethical considerations are upheld.

* Conduct regular field visits to data collection sites, offering technical assistance and ensuring protocol adherence.

Data Analysis and Interpretation:

* Perform advanced statistical analyses and data modeling to extract meaningful insights from complex datasets.

* Interpret research findings, identifying trends, patterns, and implications for decision-making.

* Present research results through clear and compelling visualizations, reports, and presentations to both technical and non-technical stakeholders.

* Produce comprehensive research reports and concise executive summaries.

* Collaborate with the communication team to create visually engaging materials that communicate research findings effectively.

Strategic Recommendations:

* Collaborate with the technical team in designing co-creation workshops aimed at finalizing recommendations derived from the studies.

* Translate research findings into actionable recommendations that inform policy deliberation.

MEL Team Support

* Assist the MEL team in executing routine monitoring and evaluation data collection and analysis activities.

* Support the MEL director in drafting weekly, monthly, quarterly, and annual reports.

Qualifications

Qualifications:

* BA/BS degree required, and MA/MS degree desired in development studies, educational research, social sciences, evaluation science, social behavior change, or related field.

* Must have at least 8 years of general work experience and 5+ years of demonstrated experience in designing and leading research studies.

* Proficiency in utilizing various research methodologies, quantitative and qualitative data analysis techniques, and statistical software (e.g., SPSS, R, Python).

* Prior experience in conducting research within the education sector, demonstrating a deep understanding of its unique challenges and dynamics experience is highly desirable.

* Working experience with international agencies, NGOs, and/or the government of Jordan experience is highly desirable.

* Proficiency in both Arabic and English languages is mandatory.

* Excellent communication skills.
