Instructions to Offerors
1.Offer Deadline: Offers must be received no later than March 24 2023, 5PM on by email on (ipaspakistan@ipas.org) & courier service (Ipas-Pakistan Office PO Box 1140) mentioning office contact details (office address, landline number and email address, and office/company website if any). Any offer received after the mentioned deadline will not be considered.
2. Scope of Work: Section 9 contains the scope of work.
3. Negotiations: Best-offer proposals are requested. It is anticipated that awards will be made solely on the basis of these original proposals; however, Ipas reserves the right to conduct negotiations and/or request clarifications prior to awarding a contract.
4. Evaluation and Award: The award will be made to a responsible offeror whose offer follows the RFP instructions, meets the technical specifications and requirements, and is judged to be the most advantageous in terms of lowest cost.
5. Terms and Conditions: Issuance of this RFP does not in any way obligate Ipas-Pakistan to award a purchase order/service agreement, nor does it commit Ipas – Pakistan to pay for costs incurred in the preparation and submission of a proposal. Any resultant award or lease will be governed by these terms and conditions.
6. Partner Eligibility Criteria: Pakistani NGOs and CBOs registered with Economic Affair Division are eligible to apply.
7.Technical Specifications: The technical application will have more significant importance than cost application in the selection of a successful applicant. It should demonstrate the applicant's capabilities and expertise with respect to achieving the goals of this project. Therefore it should be specific, complete and presented concisely. The suggested outline for the technical application is:
a) Cover Page A single page with the following details:
  • RFP number
  • The name of the organization, and the lead. Contact person for the prime Applicant, including individual’s name (both typed and his/her signature), title or position with the organization/institution, postal/ office address, landline and mobile telephone, fax numbers and e-mail address.
  • Type of organization (Pakistani NGOs and CBOs), law/regulation under which it is registered with Government of Pakistan, date of such registration and corporate website, if any.
  • Detail of primary bank account with account number, bank name and branch number will also be required to establish banking experience.
b) Institutional Capacity & Technical Approach The technical approach must demonstrate an in depth understanding of the development challenges in implementing the program. The approach should outline specific expertise in area of health awareness/advocacy, community level work experience, women rights and service delivery. Applicants must demonstrate technical and managerial expertise that would directly benefit implementation and include the following:
  • Brief description of organizational history/expertise;
  • Geographical out reach and presence.
  • Relevant previous experience with donors and atleast 3 references during last 5 years. Institutional strength as represented by personnel experience in managing successful programs of similar scope and complexity;
  • Partner capabilities and expertise (past experience of working with Ipas will be an added advantage) List of staff members, including qualifications.
c) Financial Proposal: Financial proposal must be submitted as per Scope of Work mentioned in Section 9.
d) Latest Audit Reports: The applicant organization must provide 2 latest audit reports.
8. Evaluation Criteria for Both Scope of Work: The various functional elements of the technical criteria are assigned weighted scores, so that the Applicants will know which areas require emphasis in the preparation of Applications. The relative importance of each criterion is indicated by the number of points assigned; a total of 100 points is possible.
Technical Evaluation Criteria:
a) Technical Evaluation Criteria :
  • Registered Local NGO/CBO having MOU with Economic Affair Division (EAD) along with Complete Contact Details = 10 Weight
  • Area of Work and Geographical Outreach = 10 Weight
  • Health Related Project Implementation Experience = 10 Weight
  • Reproductive Health related experience (preferably Postabortion Care) =15 Weight
  • Institutional Capacity and Experience of Stakeholders’ Management = 15 Weight
  • Previous experience with Ipas = 10 Weight
b) Financial Evaluation Criteria
  • Latest Audit Report Last and previous 3 Month Reconciled Bank statement = 10 Weight
  • Organizational financial policies and procedures = 10 Weight
  • Registration with any legal authority in Pakistan and should have valid NTN number = 10 Weight.
STATEMENT OF WORK
9.1. Introduction/Background: Ipas Pakistan under its new project titled as – “To improve access to and use of comprehensive sexual and reproductive health services for hard-to-reach women and girls in Pakistan” in collaboration with department of health & Population Welfare Departments and Directorate of Nursing, Punjab, Sindh and KPK and local NGOs/partners plans to strengthen capacity of Heath care providers including midlevel nursing professionals and doctors (private and public) on safe uterine evacuation and Postabortion care (UE/PAC) to women and girls of reproductive age in selected districts to reduce harmful social norms alongside updating skills, knowledge and competence.
9.2. Period of Performance: April 01, 2023 to December 29, 2023
9.3 .Place of Performance: Selected districts from Ipas Intervention Divisions (Chakwal, Jhelum, Hyderabad, Jamshoro, Dadu, Peshawar and Nowshera), list of districts may change to add district/s.
9.4. Scope of Work: Ipas Pakistan plans to hire local CBO/NGO for the management of operational & logistical arrangements (i.e., refreshment and meal arrangements for training participants, support services for management of training venue and electricity backup etc.) for following Ipas Program activities under Subaward are required:
a) Conduct (2) Project launch and conduct project orientation and values clarification and attitude transformation of stakeholders from intervention districts.
  • Training Material (Certificates, Stationary, Banner, Meeting Bags, etc.)
  • Participant’s Accommodation and logistics
  • Lunch and 2 Teas for 50 persons
  • Venue Cost and Support Services
  • Management of training venue
  • Photograph during the activity
b) Conduct (3) women-centered (WC-PAC) postabortion and contraception care clinical trainings
  • Training Material (Certificates, Stationary, Banner, Meeting Bags, etc.)
  • Participant’s Accommodation and logistics
  • Lunch and 2 Teas for 50 persons
  • Venue Cost and Support Services
  • Management of training venue
  • Photograph during the activity
c) Conduct (2) cascade trainings at Sindh
  • Training Material (Certificates, Stationary, Banner, Meeting Bags, etc.)
  • Participant’s Accommodation and logistics
  • Lunch and 2 Teas for 50 persons
  • Venue Cost and Support Services
  • Management of training venue
  • Photography during the activity
9.5. Reporting:
  • Submit Activity Completion Report within 7 days after completion of the activity.
  • Monthly Financial Report with complete expense ledgers, bank statement and Reconciled Bank Statement by 10th of every month after month end close.
  • Monthly Financial report should be linked with expense ledgers and reconciled with ledgers.
9.6 Deliverables/Milestones
Deliverable:
  • To manage and return complete documents (attendance and photo consent forms) of each activities to Ipas. Within 5 days of completion of activity
  • Submit financial expenditure reports (for each activity).Within 10 working days of completion of activity
