Background

FHI 360 and the United Nations Population Fund (UNFPA), Thailand agreed to collaborate to advance the implementation of climate-smart health care in Thailand. This includes generating evidence and data to support Thailand to incorporate climate considerations into the operations of health care-related facilities and relevant policies in the country.

FHI 360 and UNFPA, Thailand agreed to jointly conduct green viability and climate vulnerability assessments in selected health care related facilities in Thailand to identify and address potential climate risks and vulnerabilities of these facilities. The results of the assessments will help to establish baseline information, prioritize short and long-term interventions and develop improvement plans to 1) decarbonize health care delivery, facilities, operations and supply chains; and 2) build the climate resilience and environmental sustainability of these facilities. The key objective is to enhance the capacity and preparedness of these facilities to protect and improve the health of communities under an unstable and changing climate, especially vulnerable populations, particularly women and girls, who may be disproportionately affected by climate change.

FHI 360 seeks to hire a consultant or a consultant team to conduct:

  1. green viability and climate vulnerability assessments in at least 3 health care-related facilities in Thailand in different areas with high climate vulnerability, and
  2. a policy analysis that will result in recommendations on policy and/ or standard operations procedures (SOPs) improvements for relevant facilities in the country.

The successful bidder will be offered an Agreement with the period of performance for up to 5 months.

There are three key components in the scope of work of this consultancy:1) Pre-assessments 2) Assessments 3) Post-assessments.

UNFPA, Thailand will fund and manage the pre-assessment component and the travel and logistical arrangements for the assessment component, while FHI 360 will co-manage the assessment component and fund and manage the post-assessment component.

The scope of work funded and managed by UNFPA include the following:

  • Conduct a desk review on approaches and tools for relevant green viability and climate vulnerability assessments that are applicable to Thailand.
  • Present the work plan for 1) the assessments, including tools, methodologies and timelines and 2) the policy analysis to UNFPA Thailand and the FHI 360 and solicit comments/input.
  • Incorporate/address comments/input from both teams into the final outline work plan.
  • Submit an inception report based on the findings from the desk review and the work plan.
  • Travel to the facilities to be assessed.

A separate contract for the above scope of work will be issued by UNFPA, Thailand.

Scope of work of the components funded and managed by FHI 360

The consultant/ consultant team will work closely with the FHI 360 ECC Associate Director and ECC core team to achieve the deliverables described hereafter.

  • In consultation with FHI 360 and UNFPA Thailand, identify the facilities to be assessed and develop a detailed work plan of the field work/ assessment for each facility.
  • Write and submit two reports based on the desk review and the field work/ assessments at the facilities, including proposed policy and/ or standard operations procedures (SOPs) improvements.
  • Produce and deliver a presentation on the findings of the policy analysis and the facility assessments, solicit input/comments from FHI 360 and UNFPA and finalize the reports accordingly.

Deliverables and Due Dates

Assessments

  • Detailed work plan of the field work/ assessments for each facility (as agreed with FHI 360 and UNFPA). This includes but not limited to potential interviewees such as facility staff, relevant authorities and other details of the fieldwork.

Due Date: 30 June 2023

Post-assessments

  • Draft policy analysis report.
  • Draft assessment report, including methodology (annex tools), results, recommendations and a suggested action plan which may include policy and/ or standard operations procedures (SOPs) changes for relevant facilities in Thailand.
  • Presentation of the findings of the policy analysis and the draft assessment report.

Due Date: 15 August 2023

  • Finalized the two reports and the presentation addressing the comments and input from FHI 360 and the UNFPA team.

Due Date: 8 September 2023

Location of Work

Work will be performed remotely in Thailand provided that the candidates have reliable internet access and are available for periodic virtual meetings in Bangkok.

Travel

Travel within Thailand to the facilities to be assessed will be required.

Qualifications

Desired Qualifications include:

  • Education

  • At minimum, a master’s degree in climate/environmental sciences, public health, political science or related fields.

  • Experience and skills

  • Demonstrated experience with analyzing data and creating specifications for reports based on needs/requests.

  • A minimum of seven years of professional experience in conducting analyses and writing reports, journals, articles or other types of written materials on the climate-health nexus or relevant topics.

  • Must be able to read, write and speak fluent English.

  • Excellent analytical and organizational skills and attention to detail.

Evaluation Criteria

Proposals will be evaluated in accordance with the following criteria:

  • Candidates will be shortlisted based on how well they meet the minimum requirements for the position, as demonstrated via the cover letter and CV/resume.
  • Evaluation will be based upon best value, through a combination of qualifications including education (20%), relevant experience (60%), and proposed daily rate (20%).
  • Only shortlisted candidates will be interviewed by the Technical Monitor(s) and references may be consulted.
  • Award will be presented to the candidate who passes the interview.

FHI 360 Disclaimers

The selected Consultant will be required to be fully vaccinated (2 weeks after 2nd dose of a 2-dose series or 2 weeks after a single dose vaccine) and provide proof of vaccination to the FHI 360 when requested and prior to receiving work from FHI 360. Selected consultant shall be required to comply with all Covid-19 safety protocols implemented by FHI 360. Covid-19 provisions may change at any time and without advance notice.

  • FHI 360 may perform a background check on any selected Consultant candidates.
  • FHI 360 may cancel the solicitation and not award.
  • FHI 360 may reject any or all responses received.
  • Issuance of the solicitation does not constitute an award commitment by FHI 360.
  • FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions.
  • FHI 360 will not compensate any offeror for responding to solicitation.
  • FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion.
  • FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities.
  • FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition.
