About the role

This is a 12 month new role with unaccompanied terms based in N’Djamena, Chad with a salary of Grade 5 €48,648 to €54,053 and benefits.

Concern has been operating in Chad since 2007 and, following an initial response to the refugee crisis in the East, has further developed its presence in country over the past decade, delivering strong integrated programming. Concern is widely recognised in Chad as one of the main actors for resilience programming, having spearheaded the Irish Aid- funded Community Resilience to Acute Malnutrition model and delivered successfully on the UK Aid-funded “Building Resilience and Adaptation to Climate Extremes and Disasters (BRACED)” programme. Concern Worldwide is the Consortium Lead of a 5-year EU and AFD funded triple nexus programme “RESPECCT” in the East. In the Lake Region, Concern is scaling-up its humanitarian intervention for displaced and vulnerable communities affected by the Lake Chad Basin crisis. Concern is implementing projects funded by ECHO, Irish Aid and G5 Sahel, to improve Health, WASH and Food Security in the area. Concern is currently scaling up its humanitarian response to Sudanese refugees in the East.

Within this dynamic working environment, expanding team and increased portfolio of programmes and donors, you will be a member of Concern Chad’s Country Management Team and be responsible for the effective management of Concern Chad’s finance function. You will report to the Country Director (CD), also based in N’Djamena, and will line manage a National Finance Manager and a Finance Assistant, both based in N’Djamena and oversee the work of two Field Finance Officers (one in Goz Beida and one in Baga Sola) and two cashiers (one in Goz Beida and one in Baga Sola), providing technical support and supervision. There is also the possibility that an additional Finance Officer, who would also be managed by the CFC, will be recruited for a new field location. You will also work closely with the Consortium Finance Manager for the RESPECCT Consortium, and you will liaise with the HR manager, Systems Director, Programme Director, Area/Emergency Coordinators and Programme Managers.

Your purpose:

As a member of Concern Chad’s Country Management Team, the Country Financial Controller (CFC) is responsible for the effective management of Concern Chad’s finance function. This will include ensuring internal controls are in place, managing the finance team, partner finance oversight, training, treasury management, financial planning/budgeting, and reporting. The successful candidate will be responsible for ensuring proper financial management and reporting on all grants received by Concern Chad. Maintaining and managing controls and procedures to safeguard and account for all assets, funds and interests of Concern’s operations is a crucial part of the role. The CFC will undertake staff training and development. The CFC will participate in all key decisions relating to all programmes in accordance with organisational policies and the Country Strategic Plan.

You will be responsible for:

Financial System

  • Ensuring that the country financial management systems and records are adequate in order to identify and protect the assets and interest of the organisation.
  • Ensuring financial systems of the country programme are operating in line with standard Concern procedures and they meet the monitoring and reporting requirements of the SMT, Donors and National Authorities
  • Maintain and update systems for efficient and effective management of assets
  • Ensure adequate controls over cash and bank management are constantly monitored and updated to minimise the risk of fraud or misappropriation.
  • Closely monitor all financial activities, and keep the CD/SMT advised of all situations, which have the potential for a negative impact on internal controls or financial management performance.
  • Undertaking regular field visits to assess the financial systems in place and implement improvements wherever needed
  • Organising and supporting financial assessments, reviews, monitoring and training of local partner organisations
  • Ensure that technical support is provided to the management of the consortium

Financial Control

  • Maintain an effective and efficient system of internal controls, which comply with Concern’s financial guidelines.
  • Review existing systems on an on-going basis in order to maintain an adequate level of internal controls, in compliance with Concern’s policies and procedures.
  • Oversee compilation of financial records and accounts in a timely and accurate fashion and in line with international accounting standards and donor regulations.
  • Ensure that the country financial operations comply with legal and statutory requirements e.g. audit and financial reporting to all relevant national authorities.
  • Lead the preparation of annual and revised Country budget and donor budgets including
    • Budget template preparation,
    • consolidation of the budget packs,
    • completion of the budget submission to Dublin
    • Complete the responses on budget feedback from Dublin jointly with International Accounting Services.
  • Keep up to date with donor regulations and ensure that all controls are in place to meet donor compliance.
  • Finalise year end accounts for the external auditors and provide any ad-hoc financial reports for Concern’s Head Office
  • Manage internal and external audits that are carried out as per Concern requirements; support the CD to prepare management responses; ensure all agreed remedial actions are undertaken in a timely manner
  • Undergo regular and random checks for compliance

Financial Reporting

  • Manage timely and accurate preparation of data for monthly management accounts for International Accounting Services (IAS), budget-holders, and Country Management to ensure that they can monitor the budget utilisation and take appropriate action on any significant variances
  • Review and completion of the financial reporting pack prepared by IAS including country commentary and SMT approval and dealing with feedback from head office jointly with IAS. Support the timely and accurate preparation of donor reports for external donors / agencies.
  • Reconcile all balance sheet items on a monthly basis, in accordance with Concern policies and procedures based on transactions details provided by IAS.
  • Provide financial analysis where necessary especially on maximising available funds and advice to CD.

Staff Management and Capacity Building

  • Provide leadership and direction for the in-country Finance Team
  • Develop a second layer of staff who can fill the gap whenever any position is vacant in the finance team
  • Undertake specific training, capacity building and other relevant initiatives to ensure national staff perform their roles and responsibilities with accuracy and professionalism and create the space for national staff to develop into candidates to fill vacant positions in the finance team and to provide strong cover for leave.
  • Providing training and support to financial and non-financial staff regarding Concern’s financial procedures and internal controls
  • Undertake financial training of budget-holders, to assist them in enforcing financial controls and making decisions based on financial reports.
  • Ensuring Concern’s values and policy commitments, including accountability and equality, are reflected in the work of the Finance Team/Department;
  • Ensure that Job Descriptions of field finance are up to date
  • Ensure that Performance Development Reviews (PDRs) are completed for all country finance staff at least annually and that feedback on performance is provided routinely.

Other financial duties and general systems support

  • Facilitate internal, external and donor audits,
  • Investigate and implement procedures for statutory deductions, social security and taxes are complied with and to liaise with relevant authorities in this respect.
  • Actively participate in the SMT meetings and be proactively involved in the decision-making processes.
  • Work with the CD and the Systems Director to support development of policies and procedures for procurement, logistics, HR and IT.
  • Support training of staff in procurement, budget management and systems policies and procedures as appropriate.
  • Preparation of monthly cash flow and ensuring adequate monetary levels in field offices

Accountability

In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
  • Adhere to the standards of conduct outlined in the Programme Participant Protection Policy and Concern Code of Conduct.
  • Support and promote the standards outlined in the Programme Participant Protection Policy (P4) and Concern Code of Conduct to the team, partner and stakeholders and be committed to providing a safe working environment.
  • Actively participate in Concern accountability initiatives (communication strategy, participation and CRM for example) ensuring that they are integrated into the project

Other

  • Undertake other related duties as may reasonably be assigned by the IAS and CD.

Your skills and experience will include:

Education, Qualifications and Experience Required:

  • Accountancy degree/masters
  • 3-5 years-experience in a similar position ideally including previous Concern experience
  • Experience in developing staff technical and management capacities
  • Experience managing donor grants
  • Fluency in English and French
  • Empathy with Concern’s goals and a commitment to capacity building, protection and participation
  • Familiarity with broader systems development including procurement, logistics, HR and IT.
  • Experience of working/living in insecure and sensitive environments
  • Ability to work under pressure to meet tight deadlines
  • Strong attention to detail

We would also like:

  • Experience of working in the Sahel (or elsewhere under similar conditions) would be an advantage.
