Background

The USAID/Honduras’ Monitoring and Evaluation Support for Collaboration, Learning, and Adapting (MESCLA) 2.0 Contract (hereinafter referred as “MESCLA 2.0”) will provide USAID/Honduras with the technical and advisory services needed to complete Monitoring, Evaluation and Collaborating, Learning and Adapting under the Mission´s new Country Development Cooperation Strategy (CDCS) 2020-2025 and onward. MESCLA 2.0 will provide USAID/Honduras with project and activity evaluation, performance monitoring, learning, assistance in strategy development, activity design, and performance management support services aligned with the USAID Automated Directives System (ADS) 201, USAID’s Evaluation Policy, and the Journey to Self-Reliance and the Development Information Solutions system. Through context and performance monitoring and evaluation, MESCLA 2.0 will track and analyze migration flows and their determinants to respond to USG foreign policy priorities as they arise.

The project will provide USAID/Honduras with flexible, demand-driven services, including assisting the mission with:

Component 1: Planning, designing, conducting, disseminating, learning and supporting adaptive management based on rigorous monitoring and evaluation (M&E) of USAID/Honduras development projects and activities.

Component 2: Facilitating and promoting Collaborating, Learning and Adapting (CLA) practices throughout the Mission, implementing partners (IPs), local organizations, private sector partners and local academia.

Component 3: Supporting monitoring, evaluation, and learning (MEL) capacity building of USAID/Honduras internal and external stakeholders.

Position Description

SI is seeking a full-time Evaluation Manager, who will support the Deputy Chief of Party (DCOP)/Lead Evaluation Expert in conducting and managing evaluation, assessment, and survey tasks. The Evaluation Manager will serve as manager for multiple Component 1 (C1) activities.

**Please note: This is a local position. Only candidates with Honduran citizenship will be considered.**

Tasks and Responsibilities

The Evaluation Manager will be responsible for coordinating proactively with , MESCLA 2,0 staff, and SI-HQ support staff to implement evaluations and assessments from the scope of work (SOW) and design phases through data collection, analysis, reporting and dissemination. Specifically, the Evaluation Manager will:

  • Support the MESCLA team in scoping new assessments and evaluations (e.g., meeting with stakeholders, collecting key documents, brainstorming methods with team members).
  • Conduct recruitment for Short-Term Temporary Assistance (STTA) positions on project teams (e.g., creating job descriptions, screening applications and conducting interviews).
  • Manage realistic project workplans and budgets, working with the MESCLA finance team to manage project budgets throughout the life of the activity.
  • Oversee logistical preparations for evaluation and assessment team members with support from MESCLA’s Operations team.
  • Participate in fieldwork as appropriate, such as enumerator training, data collection, and/or data quality assurance.
  • Provide technical guidance and management support to subcontractors working on C1 activities as needed.
  • Provide quantitative and qualitative data analysis support for assessments and evaluations.
  • Coordinate team inputs for contract deliverables.
  • As appropriate, serve as a t liaise between Implementing Partners technical teams and evaluation teams.
  • Ensure that all tasks and deliverables associated with C1 activities are achieved on time, are of high quality, and adhere to SI’s quality standards.
  • Support integration across MESCLA’s components
  • Any other tasks as requested by the supervisor

Qualifications

  • A combination of one of the following:

    • MS/MA/MBA plus at least 4 years of relevant experience
    • BA/BA plus at least 8 years of relevant experience
  • 2 years of experience in evaluation design and coordination of evaluation teams.

  • Experience in the quasi-experimental design’s methodologies for impact evaluation

  • Knowledge of GIS and geographic targeted survey, and Population Based Surveys

  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.

  • Demonstrated experience in applied quantitative data analysis and report writing, including familiarity with survey research and statistical data analysis methods.

  • Experience and ability to conduct replicable and transparent data cleaning and analysis using Stata or another statistical software (e.g., R, SAS, SPSS).

  • Demonstrated experience with qualitative data collection and analysis.

  • Ability to manage multiple projects simultaneously and coordinate with a diverse range of stakeholders in a proactive and timely fashion.

  • Demonstrated ability to exercise good judgment and communicate effectively orally and in writing.

  • Demonstrated ability to understand and implement pertinent company and client policies and procedures.

  • Fluency in written and spoken English.
