The IRC has been operational in Central Somalia (Mudug and Galgaduud regions) and Mogadishu implementing interventions in the areas of livelihood, WASH, Governance and peacebuilding, GBV, Nutrition, education and health reaching out to more than 200,000 conflict and drought affected people.

JOB OVERVIEW:

The MEAL officer, under the supervision of MEAL Manager, will closely work with the Economic Recovery & Development (ERD), Women’s Protection and Empowerment and WASH program teams in the development of monitoring and evaluation system for the multisectoral SIDA project. S/he will be responsible in collecting, collating/organizing, analyzing and producing high quality data for improved programing, reporting and information sharing. The MEAL officer will be the member of the project team learning and reflection processes, leading discussion of beneficiary feedback. The MEAL Officer will be based in Garowe.

RESPONSIBILITIES:

Leadership and Partnership

  • Develop MEAL systems for reporting and validating program using Excel and CommCare applications.
  • Work closely with program team and local partners, to ensure effective monitoring, evaluation and reporting of program activities and results.
  • Coordinate reporting with local partners, tracking data frequency, ensuring adherence to monitoring formats and requirements and also ensuring the reporting quality, accuracy and timely submissions.
  • Develop schedule for data collection and coordinate with program staff to ensure timely collection of data.

Technical Oversight

    • Provide technical oversight and direction on all monitoring and evaluation needs across ERD, WPE and WASH sector areas under SIDA project.
      • In close coordination with program staff and MEAL team, conduct periodical assessments (baselines, PDMs and endline surveys) to measure program impact.
      • Conduct regular data verification exercises to ensure reporting and collection of quality data.
      • Perform spot checks on the program and partner staff on data collected and reports each month to ensure timely data flow, quality checks, and audits, and updating of data visualization dashboards in CommCare.
      • Compile progress against indicators and report back to the team according to the MEAL plan.
      • Conduct monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for staff to facilitate decision making for real time program adaptation.
      • Closely work with staff to ensure they follow correct procedures and criteria during beneficiary registration.
      • Build the capacity of local partners through on-the-job training and support on monitoring tools, entering program data into project indicator dashboard. .

Accountability to beneficiaries

  • Sanitize program, partner staff and beneficiaries on client feedback and response management.
  • Conduct field visits, spot-checks, and follow up of client feedback cases to close the feedback loop.
  • Participate in the recruitment and onboarding of M&E assistants, enumerators and (if relevant) external consultants.
  • Record feedback in feedback registry to prepare a monthly CRM report for program adaptation.

KEY WORKING RELATIONSHIPS:

Position Reports to MEAL Manager and Field Manager with technical oversight from the M&E, ERD and WASH Technical Coordinators.

Position directly supervises: None.

Other Internal and/or external contacts:

Internal: Program Coordinators/Managers/officers throughout the SIDA program

External:Project partners, government line ministries, beneficiaries, and other organizations working on Food Security, Protection and WASH.

REQUIREMENTS

MEAL officer have:

  • A University degree in a relevant field (such as: statistics & data management, social science, public health, development economics, or a related subject area) – a technical degree together with additional relevant work experience may substitute for education.
  • A Minimum 3 years of working experience in Monitoring, Evaluation, Accountability and Learning-related functions.
  • Technical skills in setting up quality MEAL processes and data analysis that leads to learning and action.
  • Experience in collecting and analyzing food security and livelihoods data including core food security indicators.
  • Proficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect is vital as well as proficiency with Microsoft Excel, SPSS, STATA or other similar software. Knowledge of Tableau, PowerBI, or GIS software tools are additional assets.
  • Demonstrated analytical, systematic-thinking, and problem-solving skills.
  • Self-motivated with good organization, planning skills, including prioritizing work and multi-tasking.
  • A strong understanding of accountability and proven ability to build Client Feedback Systems.
  • Willingness to travel to various remote field-locations.
  • Proven English Language proficiency.
