REQUEST FOR PROPOSALS: DEVELOPMENT OF HUMANITARIAN INNOVATION FUND GRANTEE CASE STUDIES

OVERVIEW

This consultancy opportunity is for the development of two case studies of innovations funded by the Humanitarian Innovation Fund (HIF). The case studies will form part of Elrha’s accountability and learning commitments and provide the HIF and its donors with strategic insights and evidence of the impact achieved.

OBJECTIVES

The consultant(s) will develop independent and rigorous case studies for two pre-selected innovations, assessing the innovations’ relevance, effectiveness, and impact on humanitarian outcomes. The case studies will be inclusive of key results, learnings and stakeholders identified during the life-time of the innovation and not limited to the grant period the innovation was funded by the HIF. Two innovations have been selected, and a standalone case study should be created for each. We welcome applicants to develop one or both case studies. Please state your preference in your application.

The case studies should explore the reasons why change has or has not occurred in relation to the intended outcomes of the innovations and identify key learnings of relevance to actors developing and scaling humanitarian innovations. The consultant(s) will be expected to involve key stakeholders. Elrha staff will work closely with the consultant(s) to refine and adapt a suitable approach to data collection and analysis, taking into account the context of each case study and ensuring that the safety of all individuals involved is paramount.

DELIVERABLES

Inception note and workplan

The development of an Inception Note, including a detailed workplan will be the first deliverable of the consultancy. The methodology design will be provided by the Elrha and adapted according to the specific case study in close collaboration with the Elrha MEAL team.

Case studies

Individual project written case studies (one case study per innovation) developed using the agreed methodology. Case studies should be approximately 10 pages, exclusive of references, following a common template that will be provided to the consultants.

A maximum of £12,500 is available for the commission of each case study (£25,000 for both). This amount includes all taxes such as VAT and all additional costs associated with the data collection and production of the deliverables.

How to apply

Consultants wishing to carry out this work should submit a proposal in English, including the following:

  • A curriculum vitae/resume of 1-2 pages
  • A cover letter providing a concise summary of the suitability and relevant experience of the provider as per the above criteria, as well as an indication of:
  • Whether the provider is applying for one or both case-studies;
  • Whether the provider is available to travel to and/or within Uganda, should this be deemed useful. Please note that availability to travel is not an essential requirement.
  • Proposed budget breakdown, including day rate, number of days and any other costs (excluding travel) in £GBP. Please state in VAT is applicable.
  • Two examples of previous relevant work.

The successful candidate will need to provide references or testimonies from two previous partners or clients. In the proposal pack below, you will find the full RfP, as well as Elrha’s standard contract terms and vetting forms. Please read these documents in full, and you must submit either the individual or organisational vetting form alongside your proposal, depending on which document would be relevant for your application. You should also complete the due diligence form at the bottom of the RfP document and send this as part of your application.

We will not be able to consider incomplete applications or applications submitted after the deadline. Only shortlisted candidates will be contacted for interviews. Interviews will be conducted on 01/06/2023 and 02/06/2023.

We welcome candidates to apply for both or one case study. We particularly welcome applications from Uganda or the Central/East African Region.
