CONTEXT:

The International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society, working to the benefit of people on the move, as well as their communities in the areas of origin and destination.

Through its global Department of Programme Support and Migration Management, IOM works on the development of policy guidance for the field, the formulation of global strategies, standard-setting and quality control, and knowledge management relating to “mainstream” migration sectors. These areas cover labor and facilitated migration, migration and development, counter-trafficking, assisted voluntary return, migration health, assistance for vulnerable migrants, immigration and border governance and overall capacity-building in migration management. Mozambique is a country of origin, transit, and destination for migrants, driven by conflict, natural disaster, and economic hardship. Migration dynamics encompass aspects of internal displacement and cross-border movements. Comprehensive migration management leverages cooperation at national, regional, and global levels, while articulating the relevance of regional, continental, and international frameworks. In Mozambique, IOM works through its Migration Management Unit (MMU) to ensure safe and dignified human mobility, while supporting the Government of Mozambique (GoM) to shape migration management policies and strategies aimed at harnessing the potential of migration through a whole-of-government and a whole-of-society approaches.

Under the overall supervision of the Deputy Chief of Mission (CoM) and direct supervision of the Head of MMU ai, the successful candidate will support IOM MMU ensuring Programmes are implementing and promoting an integrated approach as per IOM’s strategy and Roadmap for a HDPN approach. The role is to be based in Maputo but moving across provinces as needed.

Responsibilities and Accountabilities:

  1. In coordination with the MMU ai, support the Programme Managers (PMs) in producing and conceptualizing programmatic and strategic documents.
  2. In coordination with the MMU ai, support the PMs in strengthening the narrative between programmes and the United Nations Sustainable Development Cooperation Framework (UNSDCF) as well as other cooperation frameworks at country, regional and global level.
  3. In coordination with the MMU ai, support the PMs in promoting synergies and integrating their response within the IOM’s strategic plan, IOM Mozambique Country Strategy, and roadmap to Durable Solutions.
  4. Under the guidance of the MMU ai, support strategic government coordination and documentation of such engagements (support preparation of operational updates, talking points, etc.).
  5. Support the update and development of SOPs and other operational guidance for MMU Programmes.
  6. Support the MMU ai and the PMs in donor engagement and funding mobilization for the MMU Programmes, with specific attention to the development of the Labor Mobility and Social Inclusion programme.
  7. In coordination with Programme Support Unit (PSU), contribute to resource mobilization for the MMU Programmes by providing technical inputs for the development of new projects, including assisting in drafting funding and project proposals.
  8. Support the MMU ai and the MMU PMs in maintaining liaison and working relationships with key stakeholders and beneficiaries, including the government, UN agencies, Non-governmental organizations (NGOs), civil society organizations (CSOs), and donors.
  9. Undertake duty travel, in line with prevailing security restrictions, relating to programmes implementation.
  10. Perform such other duties as may be assigned.

REQUIRED QUALIFICATIONS

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Human Right, Migration Studies, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience.
  • University degree in the above fields with four years of relevant professional experience.

Experience/Skills

  • Relevant working experience in criminal justice, public policy, and analysis is preferred.
  • Demonstrated experience in coordination of UN inter-agency programme and thematic groups.
  • Experience in liaising with governmental authorities, other national/ international institutions and UN, IOM, or INGOs**.**
  • Knowledge and working experience in the African region a distinct advantage.

Languages

  • Fluency in English and Portuguese both written and spoken is required.
