The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. Position Overview

CHAI’s team in Papua New Guinea is a dynamic and diverse team in addition to extended support that is available at the regional and global levels. As a Program Manager, Health System Strengthening, you will support the country programs in successfully implementing projects across a number of programs including Lab systems strengthening, Malaria, and Immunization. In close collaboration with the Country Manager, the Program Manager will be a thought partner leading project management in the country office, including the development of donor reports, concept notes, proposals, and the planning and implementation of special projects.

Based in Port Moresby Capital, this position will report to the Country Manager. This position requires a highly self-driven, resourceful, and collaborative person who is comfortable working with some ambiguity, and adept at prioritizing efficiently across multiple workstreams. The Program Manager should have strong analytical and problem-solving skills, and should have excellent written and verbal communication skills.

Responsibilities

Provide overall coordination support in the implementation of CHAI program activities; facilitate communication among country team members, knowledge management, work planning, and communication with CHAI global teams.

Drive internal strategic planning and oversee the implementation of the program’s work plans, program operations, and the administration of grant funding including planning, budgeting, forecasting, monitoring and reporting progress to global teams and donors.

Identify strategic areas for expansion or redirection and guide strategic planning, proposal development for fundraising opportunities as needed.

Lead the drafting of high-quality technical documents, including but not limited to presentations, training reports, briefing notes, budgets, and national guidelines.

Lead in the development of innovative approaches and tools, as well as documentation and dissemination of best practices.

Play a leadership role within the CHAI PNG office, reporting progress and escalating issues to the Country Manager on a regular basis and providing visibility of program work for the broader office.

Liaise and build strong working relationships with various NDOH units, other government agencies, NGOs and international multilateral organizations, in order to avoid duplication of efforts and enhance health sector collaboration.

Provide secretariat support to various NDOH technical working groups, including developing agendas, presentations, meeting minutes, and be comfortable facilitating high-quality TWG sessions where needed.

Act as a facilitator for key relationships between governmental, donor entities, non-governmental organizations and health service delivery points.

Support broader advocacy and resource mobilization efforts based on national roadmaps and strategies relevant to CHAI programs, including drafting grant proposals, concept notes, presentations, and budgets.

Support routine program monitoring & evaluation activities and donor reporting,

Manage a team of highly skilled and experienced members, as well as manage technical resources to deliver programmatic activities and ensure optimal delivery including identifying and articulating further resourcing needs and leading recruitment of additional resources.

Be a role model and team player who demonstrates exceptionally high performance and harness the same from a diverse, talented, and dynamic team.

Proactively identify and address programmatic, team management and performance management matters that arise.

Promote effective communication within the program in order to ensure well-coordinated workstreams within the country office.

Work with the Country management team to refine CHAI PNG overall strategy with a focus on key program areas that are aligned with the NDOH goals.

Any other duties as assigned by the Country Manager.

Qualifications

* Bachelor's degree in a business administration, scientific or health related discipline

* At least 5 years of working experience in the private or public sector, with increasing levels of responsibility and leadership

* Proven program management skills, based on several years of experience in strategic, operational, and/or financial management of complex, multi-stakeholder programs/projects

* Understanding of global health and development approaches

* Able to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure and multicultural environment

* Able to manage numerous work streams simultaneously in fluid, high-pressure environments

* Demonstrated experience in building relationships and influencing stakeholders

* Building and maintaining collaborative, senior-level relationships in a cross-cultural context; working and achieving consensus among multiple stakeholders

* Experience working with government bodies

* Excellent analytical (qualitative and quantitative) skills, including attention to detail

* Excellent communication (written and verbal) skills, including the ability to prepare and present compelling presentations and program planning and memo documents

* Knowledge and experience in promoting the use of rigorous data for decision making

* Proficiency in Microsoft Word, Excel and PowerPoint, proficiency in other software for data collection, analysis and/or visualization an asset

* Fluency in English
