SENIOR TECHNICAL ADVISOR, GENDER IN EMERGENCIES

Per CARE’s Gender Equality commitments, there is a commitment to make a positive impact on the lives of women and girls within humanitarian programming around the world. This commitment to gender equality, includes a focus on women and girl's empowerment in emergencies as well as preventing gender-based violence in emergencies (GBViE). The Senior Technical Advisor will support CARE offices globally to ensure program quality and standards in their gender in emergencies (GIE) GiE work. This may include anything from supporting representation, training and capacity building, technical assistance, resource development, and measurement.

Responsibilities:

  • Thought leadership and strategic work.
  • Strategic coordination and Technical assistance
  • Capacity building, training and knowledge management
  • Build and maintain strategic relationships.

Qualifications:

  • Graduate degree in international relations, public health, public policy, gender relations or similar
  • At least 5-8 years of direct experience working in international humanitarian response. Preference for candidates working directly on assessment, gender analysis, GiE/GBViE program design/implementation, as well as monitoring and evaluation. Familiarity with global UN cluster systems, resolutions, etc. relating to gender and GBV in emergencies a plus.
  • Substantial field experience in the design and implementation of both policy AND programmatic interventions in emergency or humanitarian contexts, with at least 5 years of experience implementing programming at country or sub-national levels, ideally in an emergency or humanitarian context (particularly Africa, MENA, or Asia) and/or within an international NGO.
  • Deep knowledge of humanitarian assistance, architecture, agencies and related policy issues and drivers of change.
    Substantial experience designing and leading trainings in multi-country contexts; familiarity with adult learning principles.
